Factors Affecting Personnel’s Plastic Waste Management Behavior in Technothani Area Unit, Khlong Ha Sub-district, Khlong Luang District, Pathum Thani Province
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ความสัมพันธ์ระหว่างปัจจัยที่มีผลต่อพฤติกรรมการจัดการขยะพลาสติก และเพื่อเสนอแนวทางการส่งเสริมพฤติกรรมการจัดการขยะพลาสติกของบุคลากรในหน่วยงานพื้นที่เทคโนธานี ตำบลคลองห้า อำเภอคลองหลวง จังหวัดปทุมธานี โดยใช้แบบสอบถามในการเก็บรวบรวมข้อมูลกับบุคลากรที่ทำงานในหน่วยงานพื้นที่เทคโนธานี ตำบลคลองห้า อำเภอคลองหลวง จังหวัดปทุมธานี จำนวน 324 ตัวอย่าง วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา และสถิติเชิงอนุมาน ได้แก่ T – test, F – test และ Pearson’s correlation coefficient ที่ระดับนัยสำคัญทางสถิติ 0.05 เพื่อทดสอบสมมติฐานของความแตกต่างและความสัมพันธ์ของข้อมูล จากนั้นนำข้อมูลมาวิเคราะห์โดยใช้ SWOT Analysis และ TOWS Matrix เพื่อกำหนดกลยุทธ์และเสนอแนวทางการส่งเสริมพฤติกรรมการจัดการขยะพลาสติกของบุคลากรในหน่วยงานพื้นที่เทคโนธานี ตำบลคลองห้า อำเภอคลองหลวง จังหวัดปทุมธานี ผลการศึกษาพบว่า ผู้ตอบแบบสอบถามมากที่สุดอยู่ในหน่วยงานศูนย์วิจัยและฝึกอบรมด้านสิ่งแวดล้อม กรมส่งเสริมคุณภาพสิ่งแวดล้อม หน่วยงานส่วนใหญ่มีนโยบายเกี่ยวกับการจัดการขยะพลาสติกในการดำเนินการจัดการขยะพลาสติกของหน่วยงาน บุคคลากรมีความรู้ความเข้าใจเกี่ยวกับขยะพลาสติกอยู่ในระดับสูง มีทัศนคติในการจัดการขยะพลาสติกอยู่ในระดับสูง มีความตระหนักในการจัดการขยะพลาสติกอยู่ในระดับสูง และมีพฤติกรรมการจัดการขยะพลาสติกอยู่ในระดับสูง และผลการทดสอบสมมติฐานพบว่า ปัจจัยที่มีผลต่อพฤติกรรมการจัดการขยะพลาสติกของบุคลากรในหน่วยงานพื้นที่เทคโนธานี ตำบลคลองห้า อำเภอคลองหลวง จังหวัดปทุมธานี ได้แก่ ความรู้ความเข้าใจเกี่ยวกับขยะพลาสติก ทัศนคติในการจัดการขยะพลาสติก และความตระหนักในการจัดการขยะพลาสติก โดยความรู้ความเข้าใจเกี่ยวกับขยะพลาสติกมีความสัมพันธ์ทางบวกในระดับต่ำมาก ทัศนคติในการจัดการขยะพลาสติกมีความสัมพันธ์ทางบวกในระดับปานกลาง และความตระหนักในการจัดการขยะพลาสติกมีความสัมพันธ์ทางบวกในระดับสูง ที่ระดับนัยสำคัญทางสถิติ 0.05 แนวทางการส่งเสริมพฤติกรรมการจัดการขยะพลาสติกของบุคลากรในหน่วยงานพื้นที่เทคโนธานี ตำบลคลองห้า อำเภอคลองหลวง จังหวัดปทุมธานี คือ ควรกำหนดนโยบาย มาตรการเกี่ยวกับการจัดการขยะพลาสติก จัดตั้งคณะทำงานระหว่างหน่วยงานเพื่อผลักดันให้เกิดกระบวนการการมีส่วนร่วมและสร้างความตระหนักในการลดและคัดแยกขยะพลาสติกให้สามารถนำไปใช้ประโยชน์ได้ด้วยหลักการ 3R จัดทำโครงการเกี่ยวกับการจัดการขยะพลาสติกเพื่อช่วยลดปริมาณขยะพลาสติกที่เกิดขึ้น จัดกิจกรรมประชาสัมพันธ์ รณรงค์ เพื่อสร้างความรู้ความเข้าใจ ทัศนคติ และความตระหนักในการจัดการขยะพลาสติก และจัดการฝึกอบรมให้ความรู้เกี่ยวกับการจัดการขยะพลาสติก รวมทั้งสนับสนุนให้มีการศึกษา วิจัย พัฒนาเทคโนโลยีที่เหมาะสมเพื่อนำมาใช้ในการจัดการขยะพลาสติกให้มีประสิทธิภาพเพิ่มขึ้น เพื่อนำไปสู่การจัดการขยะพลาสติกที่ยั่งยืน
This study aims to study and analyze the relationship between factors affecting plastic waste management behavior and to suggest ways to promote of personnel’s plastic waste management behavior in Technothani Area Unit, Khlong Ha Sub-district, Khlong Luang District, Pathum Thani Province. The study conducted 342 questionnaire surveys to collect data from working personnel’s in Technothani Area Unit, Khlong Ha Sub-district, Khlong Luang District, Pathum Thani Province. The data were analyzed using descriptive and inferential statistics, comprising T – test, F – test and Pearson’s correlation coefficient at the statistics significant level of 0.05 to test hypothesis of differences and relationships of data. The content analysis was conducted in the overall result, in which, SWOT Analysis and TOWS Matrix was then used to identify strategies and to propose guidelines to promote of personnel’s plastic waste management behavior in Technothani Area Unit, Khlong Ha Sub-district, Khlong Luang District, Pathum Thani Province. The survey data reveals that most of the respondents belong in Environmental Research and Training Center, Department of Environmental Quality Promotion. The most agencies have plastic waste management policies in their plastic waste management operations. Personnel have knowledge and understanding about plastic waste to a high level. Their attitudes on plastic waste management were high level. Their awareness of plastic waste management was high level, and their plastic waste management behavior were high level and the hypothesis test found that factors affecting personnel’s plastic waste management behavior in Technothani Area Unit, Khlong Ha Sub-district, Khlong Luang District, Pathum Thani Province, namely knowledge and understanding about plastic waste (very low positive correlation); attitudes on plastic waste management (moderate positive correlation) and awareness of plastic waste management (high positive correlation) at the statistics significant level of 0.05. The guidelines for promoting plastic waste management behavior of personnel in Technothani Area Unit, Khlong Ha Sub-district, Khlong Luang District, Pathum Thani Province are to policy should be established measures related to plastic waste management, set up an interagency working group to drive a process of participation and raise awareness of plastic waste reduction and segregation so that it can be utilized through the 3R principles, make a project on plastic waste management to help reduce the amount of plastic waste generated, organize public relations activities and campaigns to create knowledge, understanding, attitudes and awareness of plastic waste management and training to knowledge about plastic waste management, as well as supporting studies, research, and development of appropriate technologies to be used in the management of plastic waste to be more efficient to lead to sustainable plastic waste management.
