Preparation of tourism development plan for historical park, Talat Mai sub- district, Wiset Chai Chan district, Angthong province
การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาบริบทของพื้นที่ตำบลตลาดใหม่ อำเภอวิเศษชัยชาญ จังหวัดอ่างทอง ที่มีผลต่อการพัฒนาอุทยานท่องเที่ยวเชิงประวัติศาสตร์ ตลอดจนการวิเคราะห์จุดแข็ง จุดอ่อน โอกาส อุปสรรคในการพัฒนาอุทยานท่องเที่ยวเชิงประวัติศาสตร์และเพื่อจัดทำแผนพัฒนาการท่องเที่ยวอุทยานเชิงประวัติศาสตร์เพื่อความยั่งยืน ซึ่งกลุ่มเป้าหมายเป็นประชาชนในพื้นที่ ทั้งนี้ผู้วิจัยได้ใช้การสัมภาษณ์นายกองค์การบริหารตำบลตลาดใหม่ บุคคลากรภายในองค์กรและชาวบ้านตำบลตลาดใหม่ การสนทนากลุ่มชุมชนที่เกี่ยวข้องในการดำเนินกิจกรรมหลัก เช่น กลุ่มจักสาน กลุ่มเครื่องปั่นดินเผา เป็นต้น และการสำรวจบริบทของพื้นที่โดยรอบตลอดจนเส้นทางการท่องเที่ยวไปยังจุดต่างๆภายในตำบลตลาดใหม่มาเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ผู้วิจัยนำหลักการพัฒนาอย่างยั่งยืนเข้ามาช่วยในการจัดทำแผนครั้งนี้ พบว่า ตำบลตลาดใหม่ อำเภอวิเศษชัยชาญ จังหวัดอ่างทอง เป็นพื้นที่ตำบลที่ยังไม่ค่อยมีนักท่องเที่ยวรู้จัก การจะพัฒนาให้เป็นชุมชนท่องเที่ยวจำเป็นที่จะต้องใช้คน งบประมาณ สถานที่และสื่อการประชาสัมพันธ์ที่ค่อนข้างมาก แต่เนื่องด้วยภายในตำบลประชาชนส่วนใหญ่เป็นผู้สูงอายุจำนวนมาก จึงขาดแรงงานและขาดการประชาสัมพันธ์ในรูปแบบต่างๆ ที่จะทำให้ชุมชนเป็นที่รู้จัก อีกทั้งการก่อสร้างอุทยานประวัติศาสตร์ใช้เวลาในการก่อสร้างจึงทำให้ยังไม่เป็นรูปธรรมที่เห็นได้ชัด จากปัญหาที่กล่าวมาข้างต้น ผู้วิจัยได้นำปัญหาดังกล่าวมาทำการวิเคราะห์ SWOT (SWOT Analysis) จากปัจจัยภายใน เช่น สภาพทางสังคมภายในตำบลตลาดใหม่ สภาพทางเศรษฐกิจภายในตำบลตลาดใหม่ แหล่งทรัพยากรทางธรรมชาติ แหล่งเรียนรู้ทางประวัติศาสตร์ เป็นต้น และปัจจัยภายนอก เช่น เงินทุนสนับสนุนที่จากชุมชน เทคโนโลยีหรือเครื่องมือที่ทันสมัยจากหน่วยงานภาครัฐและเอกชนที่เกี่ยวข้อง เป็นต้น แล้วนำผลการวิเคราะห์ กำหนดกลยุทธ์การพัฒนาด้วย TOWS Matrix ซึ่งผู้ศึกษาได้นำเสนอแผนพัฒนาการท่องเที่ยวอุทยานเชิงประวัติศาสตร์ ตำบลตลาดใหม่ พร้อมทั้งนำเสนอแนวทางการแก้ไขเชิงแผน แนวทางแก้ไขเชิงนโยบายและแนวทางแก้ไขเชิงวิจัยในการการจัดทำแผนพัฒนาการท่องเที่ยวอุทยานเชิงประวัติศาสตร์ ตำบลตลาดใหม่ อำเภอวิเศษชัยชาญ จังหวัดอ่างทองที่สามารถนำไปปรับใช้กับตำบลได้ในอนาคตและพัฒนาตำบลสู่ BCG เพื่อสร้างการเติบโตบนคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมในอนาคต
This research aimed to study the context of Talat Mai sub-district, Wiset Chai Chan district, Angthong province area affecting the development of historical park, and to analyze strength, weakness, opportunity, and threat in developing historical park, and to prepare a plan for sustainable tourism development of historical park. The target is people in the area. An interview was conducted to Chief of Talat Mai Sub-district Administrative Organization, personnel working in the organization and villagers in Talat Mai sub-district, group discussion was conducted among communities related to the implementation of major activities, such as a group of wickerwork, a group of earthen wares, etc. , and a survey was conducted on the context of the surrounding areas including tourism routes to different points in Talat Mai sub-district as the tool for data collection. The principles of sustainability were adopted to prepare this development plan. It was found that Talat Mai sub-district, Wiset Chai Chan district, Angthong province was not well known among tourists. In order to develop it to become a tourism community, a large quantity of people, budgets, places and public relations are required. However, since most people living in this district are the elderly, there is a shortage of labor and public relations in different forms to make the community famous. By the way, the construction of historical park has taken time; therefore, tangible development has not been clearly seen. From the mentioned earlier problems, the researcher brought the problems to conduct SWOT analysis based on internal factors, such as social status in Talat Mai sub-district, economic status in Talat Mai sub-district, sources of natural resources, sources of historical learning, etc., and external factors, such as supportive budgets from the community, modern technology or dev ices from relevant government agencies and private agencies, etc. The analysis results were used to determine a development strategy using TOWS Matrix. The researcher offered the tourism development plan for historical park of Talat Mai district and a plan-based problem solving guideline, policy-based problem solving guideline, research-based problem solving guideline to prepare the tourism development plan for historical park, Talat Mai sub-district, Wiset Chai Chan district, Angthong that can be applied to any sub-district for being developed to BCG model for growing among the quality of life that is environmentally friendly in the future.
