ปัจจัยที่ส่งผลต่อความสำเร็จในการพัฒนาชุมชนอย่างยั่งยืนตามหลักปรัชญาเศรษฐกิจพอเพียง กรณีศึกษาชุมชนเกาะกกจังหวัดระยอง
Factors affect to the success of sustainable community development according to Sufficiency Economy Philosophy: The Case Study of Ko Kok Community, Rayong Province,
การวิจัยนี้มีวัตถุประสงค์เพื่อการวิจัยเรื่องนี้มีจุดประสงค์ (1) เพื่อศึกษาแนวทางการจัดการพัฒนาเป็นชุมชนยั่งยืนตามหลักปรัชญาเศรษฐกิจพอเพียงของชุมชนเกาะกก จังหวัดระยอง (2) เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จในการพัฒนาเป็นชุมชนยั่งยืนตามหลักปรัชญาเศรษฐกิจพอเพียงของชุมชน และ (3) เพื่อเสนอแนะแนวทางในการพัฒนาชุมชนยั่งยืนตามหลักปรัชญาเศรษฐกิจพอเพียง ผู้วิจัยได้ประยุกต์หลัก CIPPI Model ในการประเมินผล โดยการพิจารณาด้านบริบท ด้านปัจจัยนำเข้า ด้านกระบวนการ ด้านผลผลิต และด้านผลกระทบ โดยงานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ มีวิธีการเก็บรวบรวมข้อมูลคือการสัมภาษณ์เชิงลึก (In-depth Interviews) คนในชุมชนและผู้ที่มีส่วนเกี่ยวข้องกับความสำเร็จของชุมชน ร่วมกับการศึกษาเอกสาร (Documentary Research) อื่นๆที่เกี่ยวข้อง ผลงานวิจัยพบว่า ปัจจัยที่ส่งผลต่อความสำเร็จ ตามกรอบแนวคิด CIPPI Model 5 ปัจจัย ได้แก่ (1) ด้านบริบท ชุมชนเกาะกก มีความอุดมสมบูรณ์ของพื้นที่ เป็นชุมชนที่อยู่ในเขตเศรษฐกิจ ด้วยความที่ต้องการรักษาอาชีพดั้งเดิมของชุมชน จึงมีแนวคิดแปลงนาผืนสุดท้ายของมาบตาพุดเกิดขึ้น (2) ด้านปัจจัยนำเข้า มีผู้นำชุมชนที่มีวิสัยทัศน์ มีทักษะการบริหาร ยึดมั่นในคุณธรรม จริยธรรม และพัฒนาคนในชุมชนตามแนวทางปรัชญาเศรษฐกิจพอเพียงได้เป็นอย่างดี มีการขอรับการสนับสนุนด้านต่างๆ เพื่อนำมาพัฒนาชุมชน (3) ด้านกระบวนการ ได้มีการถ่ายทอดองค์ความรู้ซึ่งกันและกันในชุมชน มีองค์ความรู้ ให้คนในชุมชนยึดถือปฏิบัติ (4) ด้านผลผลิต มีการรวมกลุ่มกันทำวิสาหกิจชุมชน มีผลิตภัณฑ์ของชุมชน และ(5) ด้านผลกระทบ ทำให้เกิดการพัฒนาคนในชุมชน ซึ่งเป็นผลจากการจัดการความรู้ และการเรียนรู้จากการลงมือปฏิบัติ มีการจัดตั้งกลุ่มอาชีพ ประชาชนมีส่วนร่วมในกิจกรรมที่เกิดขึ้น คนในชุมชนมีการเปลี่ยนแปลงพฤติกรรมไปในทางที่ดีขึ้น นอกจากนี้ควรมีการพัฒนาบทบาท และศักยภาพของผู้นำชุมชน ให้มีความรู้เพิ่มมากขึ้น มีการสืบค้นภูมิปัญญาท้องถิ่นเพิ่มเติม นำองค์ความรู้มาปรับใช้ ถ่ายทอดให้กับชุมชนอื่นๆ มีการรักษาประสิทธิภาพของหมู่บ้านเศรษฐกิจพอเพียงอย่างสม่ำเสมอ หากสามารถเพิ่มระยะเวลาในการศึกษาวิจัย ทำการสัมภาษณ์กับผู้ที่เกี่ยวข้องอื่นๆ เพิ่มเติม จะทำให้ทราบถึงปัญหา อุปสรรคของการดำเนินงาน และหาแนวทางในการแก้ปัญหาต่อไป
The purpose of this research is (1) to study the guidelines for development of a sustainable community in accordance with the Sufficiency Economy Philosophy of Ko Kok Community, Rayong (2) to study the factors affecting the success of Development to be a sustainable community based on the sufficiency economy philosophy of the community, and (3) to suggest ways to develop a sustainable community based on the sufficiency economy philosophy. The researcher applied the CIPPI Model in the evaluation which important factor are context, input, process, output and impact. This research is a qualitative research. Data collection methods are in-depth interviews with community members and those involved in community success and documentary research with relevant document. Research results show that affecting factors to the success according to the CIPPI Model 5 framework, the factors are as follows. (1) the context of Ko Kok community, there is a prosperity of land is a community in the economic zone which the local people desire to maintain the traditional careers of the community. Therefore, there is a concept to convert the last piece of rice farm in Map Ta Phut. (2) Input factor consists of intelligent community leaders, good management skills, morals and ethics, developing people in the community based on the sufficiency economy philosophy; and, requesting for support for other parties in order to development community. (3) For process perspective, they have transferred knowledge from each other in the community. So, the indigenous people have sufficient knowledge on sufficient economy philosophy. (4) Regarding the production, they have been set up a group together to create a community enterprise for creating community products and (5) For impact factor, there is a development of people in the community which is a result of knowledge management from learning from action. The community also set up a career group. Community member’s behavior have been improved. For suggestions from the study, the community leader should develop their skills and knowledge to be more competence. Local wisdom should be revered and preserved. This local knowledge should be applied and transfer to set up in other communities. Finally, the concept of sufficiency economy should be maintained consistently. For next study, the timing to conduct interviews should be increased. More relevant parties should be conducted to find out more findings such as the problems or any barriers to the implementation of the sufficiency economic concept in order to find any approaches solve problems.
