การปรับตัวขององค์กรปกครองส่วนท้องถิ่นในการจัดการสิ่งแวดล้อม ในช่วงสถานการณ์โรคระบาดเชื้อไวรัสโคโรนา 2019 (COVID-19) : ศึกษากรณีตำบลตลาดใหม่ อำเภอวิเศษชัยชาญ จังหวัดอ่างทอง
Local administrative organization’s Adaptation in environmental management during the coronavirus disease 2019 (COVID-19) epidemic situation : A case study of Talat Mai Sub- District, Wiset Chai Chan District, Ang Thong Pr
การวิจัยเรื่องนี้มีจุดมุ่งหมายเพื่อศึกษาการจัดการสิ่งแวดล้อมในชุมชนในช่วงสถานการณ์โรคระบาดไวรัสโคโรนา 2019 (COVID-19) และวิเคราะห์ผลสำเร็จในการจัดการสิ่งแวดล้อมขององค์การบริหารส่วนตำบลตลาดใหม่ โดยประยุกต์แนวคิด Balanced Scorecard รวมทั้งวิเคราะห์ปัจจัยที่มีผลต่อการดำเนินงาน งานวิจัยนี้เป็น การศึกษาเชิงคุณภาพ เก็บข้อมูลโดยการสัมภาษณ์ผู้ให้ข้อมูลหลัก ผลการศึกษา ด้านประสิทธิผล พบว่า องค์การบริหารส่วนตำบลตลาดใหม่ ได้ดำเนินการจัดการสิ่งแวดล้อมในด้านขยะและความสะอาดเรียบร้อยของพื้นที่ในเขตตำบลได้ในระดับดีพอสมควร มีโครงการรณรงค์ส่งเสริมการจัดการแยกขยะและจัดซื้อถังขยะแบบแยกประเภท และโครงการจ้างเหมาบริการจัดเก็บขยะ ที่มีส่วนช่วยในการจัดระเบียบตลอดจนความสะอาดในพื้นที่มากยิ่งขึ้นด้านกลุ่มเป้าหมาย พบว่า องค์การบริหารส่วนตำบลตลาดใหม่ ได้รับความร่วมมือเป็นอย่างดีจากคนในชุมชน ภายใต้การดำเนินงานที่ใช้ชุมชนเป็นศูนย์กลาง เปิดโอกาสให้ประชาชนมีส่วนร่วมในการดำเนินงานทุกขั้นตอนของทุกๆ โครงการ นำมาซึ่งความพึงพอใจของทุกฝ่าย ด้านการบริหารจัดการ พบว่า องค์การบริหารส่วนตำบลตลาดใหม่ มีการจัดหน้าที่ความรับผิดชอบด้านสิ่งแวดล้อมโดยตรง มียุทธศาสตร์ แผนงาน โครงการด้านสิ่งแวดล้อม ตลอดจนการติดตามประเมินผล ด้านการเรียนรู้และพัฒนา พบว่า องค์การบริหารส่วนตำบลมีการเน้นย้ำถึงคุณค่าสำคัญคือเรื่องของการเป็นเจ้าของท้องถิ่นร่วมกัน มีการเรียนรู้พัฒนาทั้งบุคลากรและการทำงาน ตลอดจนเรียนรู้ในการปรับตัว ส่วนปัจจัยที่มีผลต่อการดำเนินการ ประกอบด้วย จุดแข็ง ได้แก่ ผู้บริหาร บุคลากร การจัดโครงสร้างหน้าที่รับผิดชอบ จุดอ่อน ได้แก่ งบประมาณด้านสิ่งแวดล้อม โอกาส ได้แก่ ความร่วมมือของชุมชน ความร่วมมือจากหน่วยงานต่างๆ และอุปสรรค ได้แก่ สภาพพื้นที่ สถานการณ์โรคระบาดโคโรนาไวรัส 2019 นอกจากนี้ องค์การบริหารส่วนตำบลตลาดใหม่ ถือว่ามีการปรับตัวในการดำเนินงานในการจัดการด้านอนามัยสิ่งแวดล้อมในสถานการณ์โรคระบาดเป็นอย่างดีให้ความสำคัญในการจัดการขยะ การให้ความสำคัญกับทรัพยากรที่ใช้ในการจัดการสิ่งแวดล้อม ตลอดจนการมีส่วนร่วมของชุมชน ในการศึกษางานวิจัยนี้ มีบทเรียนแห่งความสำเร็จขององค์กรปกครองส่วนท้องถิ่นในการจัดการสิ่งแวดล้อม คือ วิสัยทัศน์ของผู้บริหาร ระบบการบริหารจัดการสิ่งแวดล้อมที่ดีและการส่งเสริมการมีส่วนร่วมของประชาชน แต่อย่างไรก็ตาม องค์การบริหารส่วนตำบลตลาดใหม่ ยังประสบปัญหาสำคัญในประเด็นค่าบริการจัดการขยะไม่สะท้อนต้นทุนที่แท้จริง อาจส่งผลให้เกิดปัญหาด้านงบประมาณต่อเนื่องในอนาคตได้
This research aims to study environmental management in the community during the coronavirus disease 2 0 1 9 ( COVID-1 9 ) epidemic situation, and analyze the success of environmental management of Talat Mai Subdistrict Administrative Organization by applying the concept of Balanced Scorecard, as well as analyze factors affecting the management. This research is a qualitative study. Data were collected by interviewing key informants. The results of the study on effectiveness found that Talat Mai Subdistrict Administrative Organization has conducted environmental management in terms of garbage and cleanliness of the area in the Sub-district at a fairly good level. There were campaigns to promote waste separation management, purchasing of separate waste bins, and a project to hire a waste collection service. These help make the area clean. For the target group, it was found that Talat Mai Subdistrict Administrative Organization received good cooperation from people in the community through the community-centered operation which allow people to participate in the implementation of every step of every project. This brought satisfaction to all parties. In terms of management, it was found that there were direct environmental responsibilities, strategies, plans and environmental projects, as well as follow-up and evaluation. Regarding learning and development, it was found that the Subdistrict Administrative Organization emphasized the important value of joint local ownership. There was learning to develop both personnel and work as well as learning to adapt. Factors affecting the management are consisted of strengths such as administrators, personnel, structure of responsibility, while weakness, is environmental budget. The opportunities are community cooperation and cooperation from various agencies, while obstacles are area conditions, and the situation of the 2019 coronavirus epidemic. In addition, Talat Mai Subdistrict Administrative Organization is considered to have a good adaptation in environmental health management operations in the epidemic situation, focusing on waste management and the resources used in environmental management as well as community participation. From this study, lessons learned for the success of local governments in environmental management are vision of the administrators, good environmental management system and promoting public participation. However, there is still a major problem in the issue of waste management service fees that do not reflect actual costs. This may result in budget problems in the future.
