Factors Affecting the Success of Community waste management A Case Study of Gunju Subdistrict, Bungsamphan District, Phetchabun
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลสำเร็จต่อการดำเนินการจัดการขยะชุมขององค์การบริหารส่วนตำบลกันจุ อำเภอบึงสามพัน จังหวัดเพชรบูรณ์ และเพื่อเป็นแนวทางที่เหมาะสมในการดำเนินการจัดการขยะชุมชน ให้กับหน่วยงาน/องค์กรอื่นๆ โดยการเก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก (In-Depth Interviews) โดยการสัมภาษณ์ผู้บริหารและเจ้าหน้าที่ที่เกี่ยวข้องกับการดำเนินการจัดการขยะชุมชนร่วมกับสังเกตการณ์ในพื้นที่ และศึกษาเอกสารที่เกี่ยวข้อง พื้นที่ที่ศึกษา ได้แก่ องค์การบริหารส่วนตำบลกันจุ อำเภอบึงสามพัน จังหวัดเพชรบูรณ์ การวิจัยครั้งนี้ได้ประยุกต์หลักการของ Balanced Scorecard ซึ่งมีการพิจารณา ประเด็นหลัก 4 ด้าน ประกอบด้วย ด้านประสิทธิผล ด้านผู้มีส่วนได้ส่วนเสีย ด้านการบริหารจัดการ และด้านการเรียนรู้และการพัฒนา ผลการศึกษาพบว่า ในด้านประสิทธิผล องค์การบริหารส่วนตำบลกันจุ อำเภอบึงสามพัน จังหวัดเพชรบูรณ์ บรรลุตามวัตถุประสงค์เป้าหมายที่กำหนดไว้ ในด้านผู้มีส่วนได้ส่วนเสีย ประชากรมีความรู้ความเข้าใจเกี่ยวกับขั้นตอนการดำเนินการจัดการขยะชุมชน เป็นอย่างดี อีกทั้งประชาชนยังมีความพึงพอใจมาก ที่เป็นส่วนหนึ่งในความสำเร็จในการดำเนินการจัดการด้านขยะชุมชน ด้านการบริหารการจัดการ องค์การบริหารฯ มีการกำหนดแผนงานไว้อย่างชัดเจน โดยมุ่งมั่นในการปฏิบัติและดำเนินการด้านการจัดการขยะชุมชน สิ่งแวดล้อมในทุกขั้นตอนอย่างมีประสิทธิภาพ โดยแผนงานเป็นการดำเนินการแสดงความมุ่งมั่นให้เจ้าหน้าที่ และประชาชนทราบถึงการดำเนินงานให้เกิดความปลอดภัย ทั้งสุขภาพ อนามัยและสิ่งแวดล้อมโดยรอบชุมชน ด้านการเรียนรู้และพัฒนา ประชาชนมีการได้รับความรู้ ความเข้าใจ โดยการฝึกอบรมจะครอบคลุมด้านทฤษฏีและปฏิบัติ ในการคัดแยกขยะ การลดที่แหล่งกำเนิด และสร้างความตระหนักและจิตสำนึกในการจัดการขยะในชุมชนของตนเองได้อย่างมีประสิทธิภาพและประสิทธิผล มีการจัดประชุมประจำเดือน โดยมีการทบทวนผลการดำเนินงาน ว่ามีข้อบกพร่องหรือปัญหาอุปสรรคต่างๆ ในการดำเนินการ เกี่ยวกับการจัดการขยะภายในชุมชน เพื่อหาแนวทางหรือแผนงานแก้ไขและป้องกันอย่างทันถ่วงที นอกจากนี้มีการนำเทคโนโลยีที่ทันสมัย โดยใช้ระบบข้อมูลสารสนเทศในการจัดเก็บข้อมูลต่างๆ เช่น Internet บอร์ดประชาสัมพันธ์ Facebook Line เพื่อง่ายต่อการสื่อสารทั้งภายในและภายนอกองค์กร ดังนั้น จากการศึกษาในครั้งนี้ ได้ปัจจัยที่ส่งผลสำเร็จต่อการดำเนินการจัดการขยะชุมชน ซึ่งปัจจัยที่ส่งผลสำเร็จต่อการดำเนินการจัดการขยะชุมชนนั้น ได้มาจากผู้บริหารท้องถิ่นที่มีความมุ่งมั่น ใส่ใจ ให้ความสำคัญกับการดำเนินการจัดการขยะชุมชนเป็นอย่างมาก ซึ่งส่งผลให้การดำเนินการจัดการขยะภายในชุมชนประสบผลสำเร็จอย่างเป็นรูปธรรม
The purposes of this study were to study the factors affecting the community waste management operation of Gunju Subdistrict Administrative Organization. BuengSamPhan District Phetchabun Province and to be an appropriate guideline for community waste management to other agencies or organizations by data collection in-depth interviews by interviewing executives and officials involved in community waste management in collaboration with local observation and other related documents. The study area is Gunju Subdistrict Administrative Organization, BuengSamPhan District, Phetchabun Province. This research applied the principal of Balanced Scorecard which considers 4 main issues, consisting of effectiveness, Stakeholders, Management and learning and development. The results found that: In terms of effectiveness Gunju Subdistrict Administrative Organization BuengSamPhan District, Phetchabun Province achieve the specified objectives and goals on the stakeholder side. The population has a good understanding of the process of community waste management. Moreover, the people are very satisfied that it is part of the success of community waste management. The Gunju Subdistrict Administrative Organization’s plan are clearly defined. The plan focusing on the practice and implementation of community waste management environment in every step of the way. The work plan is to show commitment to the staff and need people know about the operation to ensure safety, health, sanitation and the environment surrounding. In learning and development, people have more knowledge and understanding. The training will cover theory and practice in waste sorting reduction at the source and establish awareness and consciousness of waste management in their own communities with efficiency and effectiveness. Monthly meetings are held by reviewing the operating results that there are deficiencies or obstacles in the implementation about waste management within the community to find solutions or plans for corrective and preventive actions in a timely manner. In addition, Modern technology has been introduced. By using an information system to store various information such as the Internet, public relations boards, Facebook, Line. It’s easy for communication inside and outside the organization, therefore, from this study, the factors that contribute to the success of community waste management which factors affecting the success of community waste management obtained from local administrators who are committed, caring, and attach great importance to community waste management cause the implementation of waste management in the community has achieved concrete results.
