การศึกษาความต้องการของประชาชนในกระบวนการจัดการบำบัด น้ำเสีย : กรณีศึกษา บ้านจัดสรรเขตบางกรวย จังหวัดนนทบุรี
Study of the People’s Need for Wastewater Treatment: A Case Study of Housing Development at Bang Kruai, Nontaburi
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาหลักการและแนวคิดในการบริหารจัดการบำบัดน้ำเสียในแหล่งชุมชน บ้านจัดสรรเขตบางกรวย จังหวัดนนทบุรี โดยเป็นการวิจัยเชิงสำรวจ (Survey Research) และมีเครื่องมือที่ใช้การเก็บข้อมูลรวบรวมข้อมูล คือ แบบสอบถาม ที่ผู้วิจัยสร้างขึ้น โดยใช้ปัจจัยส่วนบุคคล ได้แก่ เพศ, อายุ, ระดับการศึกษา, อาชีพ และรายได้เฉลี่ยต่อเดือน ที่แตกต่างกัน มาศึกษาความต้องการจัด การบําบัดน้ำเสียของบ้านจัดสรรเขตบางกรวย จังหวัดนนทบุรีเพื่อค้นหาการวางแผน, การจัดองค์การ, การนำ และการควบคุมการจัดการน้ำเสียดังกล่าว จากผลการศึกษาพบว่า กลุ่มตัวอย่างที่มีระดับการศึกษาแตกต่างกันจะมีความต้องในกระบวนการบริหารการจัดการ การบําบัดน้ำเสียของบ้านจัดสรรเขตบางกรวย จังหวัดนนทบุรี แตกต่างกันอย่างมีนัยสำคัญ โดย ประชาชนให้ความสนใจ ด้านการจัดองค์การบําบัดน้ำเสียของบ้านจัดสรร และผู้บริหารโครงการบ้านจัดสรรควรมอบหมายอำนาจหน้าที่ในการตัดสินใจการจัดการบำบัดน้ำเสียโดยการให้อำนาจอย่างแท้จริง โดยสามารถตัดสินใจและตอบปัญหากับประชาชนในพื้นที่ได้ ตลอดจนมีการมอบหมายในการจัดการบำบัดน้ำเสียตรงกับหน้าที่ความรับผิดชอบโดยมีการมอบหมายหน้าที่ตามสายการบังคับบัญชาที่ชัดเจน ทั้งนี้โครงสร้างขององค์กรที่มีความยืดหยุ่นและสามารถปรับเปลี่ยนการปฏิบัติงานได้อย่างเหมาะสมตามสถานการณ์และสภาพแวดล้อมจะเป็นผลดีต่อการจัดการน้ำเสียภายในชุมชนดังกล่าว
This study the aims to explore the principle and concepts of waste water treatment and management in the community ,housing estate in Bang Kruai, Nonthaburi Province This study applies the survey research for collecting data by a questionnaire which shall provide personal factors e.g different gender,age,educational level,occupation and average monthly income in order to seek the people’s need for wastewater treatment of housing estates in the area and to encourage planning , organization, leadership and controlling of that of housing estates. Testing samples with varying educational levels results in varying needs for the wastewater treatment process in the area's housing complexes. People are also interested in housing wastewater treatment companies. A housing construction project manager should be able to decide on the actual authorisation of wastewater treatment, as well as make choices and address problems with local public involvement. The duty for wastewater treatment and management should be clearly viewed as administrative responsibility, and the organization's structure should be more flexible and adaptable to existing situation and circumstance.
