ปัจจัยที่ส่งผลต่อความสำเร็จในการจัดการทรัพยากรทางทะเลและชายฝั่ง : กรณีศึกษา ชมรมประมงพื้นบ้านตำบลปะนาเระ อำเภอปะนาเระ จังหวัดปัตตานี

ทรัพยากรทะเลและชายฝั่งของประเทศไทยนั้นมีความอุดมสมบูรณ์ มีความละเอียดอ่อนในด้านระบบนิเวศเป็นฐานอาหารและอาชีพที่สำคัญของคนในพื้นที่ชายฝั่งมาเป็นเวลาช้านาน มีคุณประโยชน์ที่ส่งต่อถึงวิถีชีวิตและความมั่นคงด้านอาหารของผู้คนที่หลากหลายกลุ่ม แต่จากการใช้ประโยชน์จากทรัพยากรมากเกินไป การใช้ทรัพยากรอย่างฟุ่มเฟือย ซึ่งส่งผลกระทบทางลบต่อทรัพยากรทางทะเลและชายฝั่งที่สำคัญหลายชนิด เช่น ป่าชายเลน ที่ดินชายหาดแนวปะการังหญ้าทะเล และสัตว์ทะเล มีความเสื่อมโทรมลงไปจนอยู่ในขั้นที่ต้องจัดการอย่างเร่งด่วน ภาครัฐจึงได้มีแนวคิดให้ชุมชนเข้ามามีส่วนร่วมกับรัฐในการจัดการทรัพยากรทางทะเลและชายฝั่ง การศึกษานี้มีวัตถุประสงค์เพื่อ ศึกษาปัจจัยที่ส่งผลต่อความสำเร็จในการบริหารจัดการองค์กรและฐานทรัพยากรทางทะเลและชายฝั่งของชุมชนชายฝั่ง แนวทางการมีส่วนร่วมของประชาชนในการจัดการ และการจัดการองค์กรชุมชนชายฝั่งเพื่อบริหารจัดการทรัพยากรทางทะเลและชายฝั่งที่ประสบความสำเร็จ งานวิจัยนี้เป็นการศึกษาเชิงคุณภาพ เก็บข้อมูลโดยการสัมภาษณ์ ผลการศึกษาพบว่า ปัจจัยที่ส่งผลต่อความสำเร็จของชมรมประมงพื้นบ้านตำบลปะนาเระ จังหวัดปัตตานี คือ การดำเนินการตามแผนงานการทำงานอย่างเป็นระบบ การมีส่วนร่วมของประชาชนในแต่ละขั้นตอน การร่วมมือร่วมใจของคนในพื้นที่ ได้รับรางวัลต่างๆมากมาย ได้รับการสนับสนุนทั้งจากภาครัฐและเอกชน เป็นการส่งเสริมการดำเนินงานอย่างต่อเนื่อง เป็นการเปิดโอกาสให้ประชาชนในชุมชนมีส่วนร่วมกำหนดทิศทางพัฒนาของชุมชนตามสภาพปัญหาและความต้องการของประชาชน และยังเป็นการใช้ศักยภาพและความรู้ความสามารถให้เกิดการบูรณาการของการมีส่วนร่วมในหลาย ๆ ด้าน ไม่ว่าจะเป็นด้านทรัพยากรทางทะเลและชายฝั่ง การพัฒนาอาชีพ การศึกษา แก้ปัญหาความยากจนหรือความเสมอภาคในชุมชน ซึ่งเป็นแนวทางที่สำคัญที่สามารถขับเคลื่อนให้ชุมชนแก้ไขปัญหาและพัฒนาได้อย่างยั่งยืน โดยมีแนวทางในการจัดการองค์กรชุมชนชายฝั่งเพื่อบริหารจัดการทรัพยากรทางทะเลและชายฝั่ง ที่ประสบความสำเร็จ คือ การมีส่วนร่วมระหว่างชุมชน รัฐ และเอกชนในการดูแลและจัดการทรัพยากรฯ มีโครงสร้างการบริหารที่ไม่ยึดติดกับตัวบุคคล สามารถส่งต่อหรือมีการเปลี่ยนผ่านงานได้โดยไม่มีผลกระทบต่อการดำเนินงาน มีการพึ่งพาตนเองของชุมชน มีการจัดการทรัพยากรฯ ที่ดีในตัวชุมชนเองหากปราศจากภาครัฐและเอกชนการติดตามการทำงานอย่างต่อเนื่อง
Thailand is rich with marine and coastal resources and has a wide variety in ecosystems. These diversity has been stand out as an important source of food and local occupation of Thai people. It contributes to the way of life and secure future of the diverse groups of people. We are exploiting too many resources it finally impacted on many important marine and coastal resources such as mangrove forests, beach land, coral reefs, seagrass and marine animals. They had deteriorated to the stage that required immediate measure. Therefore, the government involved the local communities in managing the resources and they become an significant part of marine and coastal resources preservation. The purpose of this study focus on identify the factors affecting the success of organizational management. This research is a qualitative study. Collect data by interviewing stakeholder and members of Penare Fisheries Association in Pattani province. The results showed that Factors affecting the success of the association is systematic implementation of work plans public participation at each stage. The cooperation of the association won many awards and received support from both the public and private sectors. It’s result continuous support the operations of Penare association including the create community participation. It is an important approach that can drive the community to solve problems and develop sustainably. It is also bring out potential and knowledge to achieve improvement in many areas including career development, education, reduce poverty or event support equality in the community. In conclusion, The key success factor of Penare Fishermen Association are participation between communities, the state support managing of resources and also there is a management structure that is not attached to the person. Be able to move forward or change without affecting operations.
