Community vulnerability to rapid environmental changes in Map Ta Phut Industrial Zone
การศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ผู้วิจัยได้กำหนดวัตถุประสงค์ในการวิจัยเพื่อศึกษาความเปราะบางของชุมชนชาวมาบตาพุด ในจังหวัดระยอง เพื่อศึกษาว่าแต่ละด้าน ในเขตพื้นที่เชิงพาณิชย์กับเขตพื้นที่เชิงนิเวศนั้นชาวมาบตาพุดมีความเปราะบางแต่ต่างกันมากน้อยเพียงใด เพื่อวิเคราะห์คุณภาพชีวิตของชาวมาบตาพุดว่าที่ผ่านมาในระยะเวลาที่มีโรงงานในช่วงอุตสาหกรรมขยายอย่างรวดเร็วนี้ชาวมาบตาพุดเป็นอย่างไร เพื่อดูแนวทางในการพัฒนาและเยียวยาด้านนโยบายที่บริษัทควรพัฒนา โดยใช้การลงพื้นที่เพื่อสัมภาษณ์เชิงลึกกับกลุ่มตัวอย่างที่ตั้งไว้จำนวน 8 ท่านโดยแบ่งเป็นสองพื้นที่ใหญ่ๆในเขตมาบตาพุด คือ ชุมชนเชิงพาณิชย์ และ ชุมชนเชิงนิเวศ และนำข้อมูลที่ได้มาประเมินความเปราะบาง โดยใช้ความสัมพันธ์ของการปรับตัว และ การเปลี่ยนแปลงของสิ่งแวดล้อมและนำคะแนนที่ได้มาเทียบในตารางประเมินความเปราะบาง ผลการศึกษาพบว่าความเปราะบางของสองพื้นที่มีความแตกต่างกันโดยผิดจากที่ได้คาดการณ์ไว้โดยพื้นที่เชิงพาณิชย์ที่มีการค้าขายอย่างเฟื่องฟูกลับมีความเปราะบางมากทางการเงินและเศรษฐกิจแตกต่างจากชุมชนเชิงนิเวศที่ไม่มีความเปราะบางในด้านนี้ปัจจัยหลักที่ทำให้เกิดความเปราะบางนั้นคือการปรับตัวแม้ว่าการเปลี่ยนแปลงของสิ่งแวดล้อมจะมากแต่มีการปรับตัวที่ดีก็ไม่เกิดความเปราะบางแต่มีการเปลี่ยนแปลงเล็กน้อยแต่ปรับตัวไม่ได้เกิดความเปราะบางได้เช่นกัน ในการเก็บข้อมูลครั้งนี้ผู้วิจัยยังได้รับข้อเสนอแนะและเห็นปัญหาอย่างชัดเจนโดยบอกว่าการพัฒนาไปอย่างรวดเร็วนี้คนที่ปรับตัวทันก็จะได้รับประโยชน์คนที่ปรับตัวไม่ทันนั้นก็จะได้รับผลกระทบแต่การเปลี่ยนแปลงนี้ไม่ได้เกิดเพียงด้านเดียวเราอาจปรับตัวได้ไม่ครบทุกด้านแต่เราต้องเผชิญกับมันทุกด้านชุมชนและโรงงานต้องร่วมมือกันในการพัฒนาอย่างรวดเร็วครั้งนี้ ผลการทดสอบสมมุติฐานผลการประเมินความเปราะบางของสองเขตพื้นที่ในชุมชนเชิงอุตสาหกรรม และ ชุมชนเชิงพาณิชย์พบว่าใน 3 ด้านที่ได้วิเคราะห์ชุมชนเชิงพาณิชย์มีความประบางน้อยกว่าชุมชนเชิงนิเวศในด้านที่แตกต่างกันแต่มีบางด้านที่มีความเปราะบางเหมือนกันนั้นคือในด้านคุณภาพชีวิตความเป็นอยู่ในหัวข้อย่อยความปลอดภัยในชีวิต การวิเคราะห์ทั้งสามด้านของชาวมาบตาพุดนี้ทำให้เห็นปัญหาโดยรวมมากขึ้นจากการพัฒนาอุตสาหกรรมอย่างรวดเร็วของนโยบาย EEC จากความเปราะบางของชุมชนในเขตอุตสาหกรรม
This research study is a qualitative research. The researcher has specified the research objectives to study the vulnerability of the Map Ta Phut community. In Rayong to study that each side In the commercial and ecological areas, the Map Ta Phut people are fragile but how much difference?. Analyze the quality of life of Map Ta Phut residents that in the past, during the period of the factory during this rapidly expanding industry about Map Ta Phut people to find ways to develop and imporve the policies that the company should develop by using the field visit for in-depth interviews with a key of 8 people, divided into two large areas in Map Ta Phut area, namely commercial and ecological communities and use the information to assess the vulnerability by using a relationship of adaptation and environmental change and compare the scores in the vulnerability assessment table. The results show that the vulnerability of the two areas is different from what is expected, with the flourishing commercial areas becoming more fragile, financially and economically different from the ecological communities that No vulnerability in this area. The main factor that causes vulnerability is adaptation, although there are many changes in the environment, good adaptability does not cause fragility, but a small change but adaptability does not occur as well. In this data collection, the researchers also received suggestions and saw the problem clearly, saying that in this rapid development, those who adapt in time will be benefit if not will be impact , but this change is not only one side, we may not be able to adapt in all aspects, but we must face it in every way, communities and factories must work together in this rapid development. The hypothesis test results from assessing the vulnerability of the two areas in the industrial and commercial communities found that in 3 factor analyzed, the commercial community is less fragile than the eco community In different areas, but there are some areas that are the same, that is, in terms of quality of life, living in the sub-topic of life safety The analysis on all three aspects of the Map Ta Phut people has seen more problems from the rapid industrial development of the EEC policy due to the vulnerability of communities in the industrial area.
