ความสัมพันธ์ระหว่างประสิทธิผลของการจัดการสิ่งแวดล้อมตามมาตรฐาน ISO14001:2015 กับความยั่งยืนขององค์กรในสวนอุตสาหกรรม 304 ไอพี1 และ ไอพี7 จังหวัดปราจีนบุรี
Relationship between the effectiveness of environmental management standards ISO14001:2015 and the sustainability of the organization in the 304 Industrial Park IP1 and IP7, Prachinburi Province
การค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาถึงความสัมพันธ์ระหว่างประสิทธิผลของการบริหารจัดการสิ่งแวดล้อมตามมาตรฐาน ISO14001:2015 กับความยั่งยืนขององค์กรในสวนอุตสาหกรรม 304 ไอพี1 และ ไอพี7 จังหวัดปราจีนบุรี 2) เพื่อนำเสนอแนวทางในการเพิ่มประสิทธิผลของการบริหารจัดการสิ่งแวดล้อมตามมาตรฐาน ISO14001:2015 เพื่อส่งเสริมความยั่งยืนขององค์กร กลุ่มตัวอย่างทีใช้ในการศึกษา คือ ผู้บริหารหรือตัวแทนฝ่ายบริหาร เจ้าหน้าที่ พนักงานที่เป็นตัวแทนและเกี่ยวข้องกับการบริหารจัดการสิ่งแวดล้อม ISO14001:2015 ขององค์กรในสวนอุตสาหกรรม 304 ไอพี1 และ ไอพี7 จังหวัดปราจีนบุรีที่ได้รับการรับรองมาตรฐานการบริหารจัดการสิ่งแวดล้อมตามมาตรฐานISO14001:2015 เป็นที่เรียบร้อยแล้ว จำนวน 58 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม และทําการวิเคราะห์โดยใช้สถิติเชิงพรรณนา ได้แก่ ค่าเฉลี่ย (Mean) ค่าร้อยละ (Percentage) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และสถิติเชิงอนุมาน โดยใช้ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson’s Correlation Coefficients) วิเคราะห์ความสัมพันธ์ระหว่างประสิทธิผลของการบริหารจัดการสิ่งแวดล้อมตามมาตรฐาน ISO14001:2015 กับความยั่งยืนขององค์กรในสวนอุตสาหกรรม 304 ไอพี1 และ ไอพี7 จังหวัดปราจีนบุรี โดยใช้ CIPP-I ประเมินประสิทธิผลของการบริหารจัดการสิ่งแวดล้อมตามมาตรฐาน ISO14001:2015 คือ การประเมินสภาพแวดล้อม การประเมินปัจจัยนําเข้า การประเมินกระบวนการ การประเมินผลผลิต และประเมินผลกระทบต่อความยั่งยืนขององค์กร ทั้ง 3 มิติ คือ ด้านเศรษฐกิจ ด้านสังคม และด้านสิ่งแวดล้อม ผลการทดสอบสมมุติฐานพบว่า ประสิทธิผลของการบริหารจัดการสิ่งแวดล้อมตามมาตรฐาน ISO14001:2015 มีความสัมพันธ์กับความยั่งยืนขององค์กรในสวนอุตสาหกรรม 304 ไอพี1 และ ไอพี7 จังหวัดปราจีนบุรี ในระดับสูง ด้านเศรษฐกิจ ด้านสังคมในระดับสูง และด้านสิ่งแวดล้อมในระดับสูงมาก โดยมีค่าสัมประสิทธิ์สหสัมพันธ์ เท่ากับ 0.696, 0.607, 0.518, 0.706 และค่า Sig. (2-tailed) เท่ากับ 0.000 ที่นัยสําคัญทางสถิติที่ระดับ 0.05 ข้อเสนอแนะที่สำคัญ คือ 1) ด้านการบริหารและความเป็นผู้นำของผู้บริหาร โดยผู้บริหารต้องแสดงถึงความมุ่งมั่นในการจัดการปัญหาสิ่งแวดล้อมขององค์กร กำหนดวิสัยทัศน์ นโยบายและตัวชี้วัดครอบคลุมทั้ง 3 มิติของความยั่งยืน คือ ด้านเศรษฐกิจ ด้านสังคม และด้านสิ่งแวดล้อม 2) ด้านการจัดการทรัพยากรและเทคโนโลยี ผู้บริหารควรให้การสนับสนุนในการจัดการปัญหาสิ่งแวดล้อมขององค์กรอย่างเพียงพอ ได้แก่ บุคลากร งบประมาณ วัสดุอุปกรณ์ และเทคโนโลยี เพื่อเพิ่มประสิทธิผลของการจัดการสิ่งแวดล้อมอย่างยั่งยืน
The objectives of this study were to 1) study the relationship between the effectiveness of environmental management standard. ISO14001:2015 and the sustainability of the organization in Industrial Parks 304 IP1 and IP7, Prachinburi Province and 2) propose guidelines for increasing the effectiveness of the environmental management according to standard ISO14001:2015 to enhance the sustainability of the organization. The samples of study were 58 executives or representatives of management, officers, and employees representing and involved in environmental management ISO14001:2015 of organizations in Industrial Parks 304 IP1 and IP7, Prachinburi Province that have been certified for the environmental management standard. The data were collected using a questionnaire and were analyzed using descriptive statistics such as mean, percentage and standard deviation, and inferential statistics which is Pearson's Correlation Coefficients to analyze the relationship between the effectiveness of environmental management standards and the sustainability of the organization in the 304 Industrial Park IP1 and IP7, Prachinburi Province. CIPP-I Model was adapted to evaluate the effectiveness of environmental management, according to ISO14001:2015 standard consisting of Context, Inputs, Process, Product and Impact on the sustainability of the organization in 3 dimensions: economic, social and environmental. The hypothesis test results showed that the effectiveness of the environmental management, according to standard ISO14001:2015 was related to the overall sustainability of the organizations in Industrial Park 304, IP1 and IP7, Prachinburi Province, at a high level as well as that of the economic and social perspectives while the relationship with the environment was at a very high level. The correlation coefficients were 0.696, 0.607, 0.518, 0.706 and the Sig. (2-tailed) value was 0.000 at the statistically significant level of 0.05. The important recommendations are 1) management and leadership of the executives : the executives must demonstrate their commitment in managing environmental issues of the organization, set a vision policies and indicators cover all three dimensions of sustainability: economic, social and environmental, and 2) resource and technology management : the management: should provide adequate support in management of the environmental problems such as personnel, budget, materials, equipment and technology, in order to increase the effectiveness of sustainable environmental management.
