Factors affecting user satisfaction of Smart EIA regulatory screening system
การศึกษานี้ เป็นการศึกษาในเชิงคุณภาพ มุ่งเน้นศึกษาปัจจัยที่มีผลต่อความพึงพอใจของผู้ใช้งานระบบกลั่นกรองประเภทและขนาดโครงการที่เข้าข่ายต้องจัดทำรายงานการประเมินผลกระทบสิ่งแวดล้อม (Smart EIA Regulatory Screening System) ใน 3 ด้าน ได้แก่ 1) ด้านคุณภาพระบบ 2) ด้านคุณภาพข้อมูล และ 3) ด้านอื่นๆ เพื่อศึกษาว่าปัจจัยทั้ง 3 ด้าน มีผลต่อผู้ใช้งานระบบมากน้อยเพียงใด รวมถึงปัจจัยแต่ละด้านเกี่ยวข้องและมีผลต่อความพึงพอใจของผู้ใช้งานระบบเป็นอย่างไร ใช้วิธีการศึกษา ได้แก่ 1) ศึกษาจากเอกสารที่เกี่ยวข้องกับการพัฒนาระบบ 2) การสัมภาษณ์ เฉพาะเจาะจงกับ 3 กลุ่มตัวอย่าง ได้แก่ (1) สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม (2) บริษัท ปตท. จำกัด (มหาชน) และ (3) นิติบุคคลผู้มีสิทธิทำรายงานการประเมิน ผลกระทบสิ่งแวดล้อม รูปแบบแนวคำถามสัมภาษณ์ทางระบบออนไลน์ ผลการศึกษาพบว่า ปัจจัยด้านคุณภาพระบบ ด้านคุณภาพข้อมูล และด้านอื่นๆ จะมีผลต่อความพึงพอใจของผู้ใช้งานระบบ โดยระบบฯควรปรับปรุง เรื่องการลดขั้นตอนและลดระยะเวลาการลงทะเบียนใช้งาน ควรให้ผู้ใช้กำหนดเปลี่ยนแปลงข้อมูลส่วนบุคคลได้ด้วยเอง เช่น Username & Password ควรเพิ่มระยะเวลาการใช้งานให้มากกว่า 90 วัน ปรับปรุงประสิทธิภาพความเร็วการทำงานระบบให้ดีมากยิ่งขึ้น เพิ่มประเภทอุปกรณ์และช่องทางการเข้าใช้งานระบบ และเพิ่มจำนวนปริมาณผู้ใช้ระบบให้มากขึ้น และผลักดันให้ข้อมูลที่ได้จากระบบสามารถที่จะนำไปใช้อ้างอิงในทางกฎหมายได้
The objective of this qualitative research was to study the factors affecting the users’ satisfaction on Smart EIA Regulatory Screening System in 3 dimensions including the quality of system, quality of data and other aspects to investigate how all factors affected the system users, and examine each factor how it related and affected the satisfaction of system users. The relevant documents of system management was studied and the purposive interview with 3 samples groups, which were Office of Natural Resources and Environmental Policy and Planning, PTT Public Company Limited, and the eligible juristic person to issue the EIA report were applied online to collect data. Research results indicated that the quality of system, quality of data and other aspects had the impact on the users’ satisfaction. Moreover, it was found that the system should be improved by minimizing the step and duration of registration. The user should be able to update their personal information, such as Username & Password, by themselves. Additionally, the duration of use should be extended more than 90 days. The results also showed that the speed of system should be improved while more types of device, the access to the system and the number of users should be maximized. Further, the data obtained from the system should be promoted as the legal reference.
