Moving towards Green Industry Level 4 Green Culture A case study of Rayong Refining Company Limited
การค้นคว้าอิสระเรื่องนี้มีวัตถุประสงค์ เพื่อศึกษาการดำเนินงานปัจจุบันของบริษัท กลั่นน้ำมันระยอง จำกัด เปรียบเทียบกับข้อกำหนดอุตสาหกรรมสีเขียวระดับที่ 4 วัฒนธรรมสีเขียว และเสนอแนะแนวทางการพัฒนา บริษัท กลั่นน้ำมันระยอง จำกัด สู่การเป็นอุตสาหกรรมสีเขียวระดับที่ 4 วัฒนธรรมสีเขียว เก็บรวบรวมข้อมูลจากเอกสารและรายงานการดำเนินการที่เกี่ยวข้อง และการสัมภาษณ์ผู้บริหาร หัวหน้างาน และ พนักงานและเจ้าหน้าที่ของบริษัท ชาวบ้านและผู้นำชุมชนโดยรอบ ผู้เชี่ยวชาญและผู้ตรวจประเมินอุตสาหกรรมสีเขียว ใช้เทคนิค Gap Analysis เพื่อวิเคราะห์ช่องว่างและความแตกต่างของการดำเนินงานกับข้อกำหนดของเกณฑ์การตรวจประเมินอุตสาหกรรมสีเขียวระดับที่ 4 ใช้เทคนิค SWOT Analysis เพื่อวิเคราะห์สภาพแวดล้อมและแนวทางในการพัฒนาสู่การเป็นอุตสาหกรรมสีเขียวระดับที่ 4 ผลการศึกษาพบว่า การดำเนินการ ณ ปัจจุบัน ของบริษัท กลั่นน้ำมันระยอง จำกัด มีความสอดคล้องกับเกณฑ์ข้อกำหนดของการเป็นอุตสาหกรรมสีเขียวระดับที่ 4 ของกรมโรงงานอุตสาหกรรม ส่งผลให้ไม่พบช่องว่างหรือความแตกต่างใด ๆ ของการดำเนินงานกับเกณฑ์ข้อกำหนด และผลการวิเคราะห์แนวทางการพัฒนาสู่การเป็นอตุสาหกรรมสีเขียวระดับที่ 4 ของบริษัท กลั่นน้ำมันระยอง จำกัด พบว่า บริษัท มีความพร้อมที่จะได้รับการตรวจรับรองการเป็นอุตสาหกรรมสีเขียวระดับ ที่ 4 ข้อเสนอแนะสำหรับองค์กร บริษัทควรเร่งดำเนินการจัดตั้งทีมงาน เพื่อรวบรวมเอกสาร และหลักฐานต่าง ๆ ที่เกี่ยวข้อง และนำเสนอเป็นนโยบาย เพื่อสมัครเข้ารับการตรวจรับรองการเป็นอุตสาหกรรมสีเขียวระดับที่ 4 ข้อเสนอสำหรับหน่วงงานที่เกี่ยวข้อง ได้แก่ กรมโรงงานอุตสาหกรรมควรเพิ่มสิทธิประโยชน์ ของอุตสาหกรรมสีเขียวให้ชัดเจนมากขึ้น ควรเร่งพัฒนาบุคลากรที่เกี่ยวข้อง ทั้งผู้ตรวจประเมินและผู้เชี่ยวชาญในการให้คำปรึกษา รวมถึงพัฒนาระบบการสมัครให้สะดวก รวดเร็วมากขึ้น และ ควรเร่งประชาสัมพันธ์ ทำความเข้าใจกับภาคส่วนอื่นนอกเหนือจากภาคอุตสาหกรรม เช่น ประชาชน และสื่อต่าง ๆ เพื่อเป็นส่วนช่วยให้โรงงานอุตสาหกรรมสนใจสมัครเข้ารับรองการเป็นอุตสาหกรรมสีเขียวมากขึ้น
The objectives of this study are to study the current operation of Rayong Refining Company Limited in comparison with the Green Industry Regulations Level 4 Green Culture, and to suggest ways to develop Rayong Refining Company Limited to achieve the Green Industry level 4. Data were collected from document and reports on relevant operations and interviews with executives, supervisors, and employees of the company, as well as community leaders and local people, experts and auditors of the Green Industry. Gap Analysis technique was adopted to analyze gaps and operational differences compared with the auditing criteria regulations of Green Industry Level 4. SWOT Analysis technique was used to analyze the environment and ways to develop to the Green Industry Level 4. The results showed that the current operation of Rayong Refining Company Limited is according to the Green Industry Level 4 criteria of the Department of Industrial Works. Hence, there is no gap or difference between the operation and the criteria. The results of the SWOT analysis indicated that the company is ready to be assessed for the Green Industry Level 4 certification. Suggestion for the organization is the company should urgently proceed to establish a team for collecting documents and relevant evidence, and propose as a policy to apply for certification of Green Industry Level 4. Suggestions for relevant agency are Department of Industrial Works should increase benefits of the Green Industry and make them clearer, accelerate the development of relevant persons, including auditors and professional consultants, develop a more convenient application system, and accelerate public relations for better understanding with other sectors, not only the industry, such as the public and media, to indirectly mobilize the industry to have more interest to apply as a Green Industry.
