การพัฒนาอุตสาหกรรมทำให้เกิดการใช้ทรัพยากรและก่อให้เกิดของเสียในอัตราที่เพิ่มขึ้นอย่างรวดเร็ว กระบวนการระบบบริหารจัดการเป็นเครื่องมือในการป้องกันและแก้ไขปัญหาที่มีประสิทธิผลและยั่งยืนทั้งทางด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม การศึกษาเรื่องนี้มีวัตถุประสงค์ เพื่อศึกษาแนวทางการบูรณาการระบบบริหารงานคุณภาพ (ISO 9001) ระบบการจัดการสิ่งแวดล้อม (ISO 14001) และระบบการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001) และเสนอแนะแนวทางการบูรณาการระบบการจัดการ ของ บริษัท เม็กเท็ค พรีซิชั่น คอมโพเนนท์ (ประเทศไทย) จำกัด การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลโดยการศึกษาวิจัยเอกสาร (Documentary Research) และงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์แบบกึ่งโครงสร้าง (Semi-Structure Interviews) กับผู้ให้ข้อมูลสำคัญ (Key Informant) ประกอบด้วยผู้บริหาร คณะกรรมการดำเนินงานระบบมาตรฐาน ร่วมกับการสังเกตการณ์แบบไม่มีส่วนร่วม (Non-Participant Observation) ในพื้นที่ศึกษา การวิจัยครั้งนี้ได้ประยุกต์หลักการ SWOT Analysis ซึ่งมีการวิเคราะห์จุดแข็ง (Strength) จุดอ่อน(Weakness) โอกาส(Opportunity) และภัยคุกคาม(Threat) เพื่อนำมากำหนดแนวทางในการบูรณาการระบบบริหารจัดการให้เกิดความสำเร็จ ผลการศึกษาพบว่าองค์กรมีการดำเนินการระบบบริหารงานคุณภาพ ระบบการจัดการสิ่งแวดล้อม และระบบการจัดการอาชีวอนามัยและความปลอดภัย โดยมีการดำเนินการ 6 ขั้นตอนหลัก คือ 1) การวิเคราะห์บริบทองค์กร ปัจจัยภายในและภายนอก และขอบข่ายการดำเนินการระบบการจัดการ 2) การจัดทำนโยบายและคู่มือระบบบริหารงาน 3) การวางแผน 4) การนำไปปฏิบัติและดำเนินการ 5) การตรวจสอบ 6) การทบทวนของฝ่ายบริหาร เมื่อศึกษาโครงสร้างข้อกำหนดแบบบูรณาการของระบบบริหารงานคุณภาพ (ISO 9001:2015) ระบบการจัดการสิ่งแวดล้อม (ISO 14001:2015) และระบบการจัดการด้านอาชีวอนามัยและความปลอดภัย (ISO 45001:2018) ข้อกำหนดที่ 4 -10 และการดำเนินงานขององค์กรในปัจจุบัน สามารถนำเสนอแนวทางการบูรณาการระบบการจัดการขององค์กร 4 ส่วน คือ การบูรณาการบริบทองค์กร, การบูรณาการระบบเอกสาร, การบูรณาการโครงสร้างหน้าที่และการฝึกอบรม, การบูรณาการตรวจติดตามภายใน,การบูรณาการการทบทวนโดยฝ่ายบริหาร ปัจจัยสำคัญที่ทำให้การบูรณาการระบบการจัดการนำมาใช้ในองค์กรได้เกิดความสำเร็จ ได้แก่ ความมุ่งมั่นของผู้บริหารในการให้ความสำคัญและสนับสนุนการดำเนินการทั้งด้านทรัพยากรมนุษย์ และการมีส่วนร่วมของพนักงานทุกระดับ, การจัดให้มีโครงสร้างคณะทำงานที่เหมาะสมจะทำให้การดำเนินการมีประสิทธิภาพจากบทบาทหน้าที่รับผิดชอบสอดรับกับวัตถุประสงค์ เป้าหาย และการดำเนินงาน และการพัฒนาบุคลากรให้มีความรู้ ความเข้าใจในระบบการจัดการแบบบูรณาการ โดยองค์กรต้องดำเนินการฝึกอบรมเพิ่มความรู้ความสามารถของคณะทำงานที่เกี่ยวข้อง เพื่อให้สามารถประยุกต์ใช้ระบบการจัดการแบบบูรณาการ ดำเนินการอย่างองค์รวมและมีประสิทธิภาพ
Industrial development has caused an increase in resource consumption and rapid increase of pollution. Management system can be used to effectively help prevent and tackle the problems in the long run. The purposes of this research were to study an integrated management system, combining Quality Management System (ISO 9001), Environmental Management System (ISO 14001) and Occupational Health & Safety Management System (ISO 45001), and to suggest the guidelines for integrating management systems for Mektec Precision Component (Thailand) Co., Ltd. The research tools used to collect data were documentary research, semi-structure interview and non-participant observation. The key informants for the interviews include the top management and the management system team. SWOT analysis was used to evaluate strengths, weaknesses, opportunities, and threats in order to set guidelines for successful management. The results of the study show that the organization has employed all the management systems, Quality Management System, Environmental Management System and Occupational Health & Safety, following these 6 main steps: 1) Analyze organization context, internal and external issues, and scope of the management system 2) Provide management system policy and manual 3) Create a plan 4) Implement the plan into practice 5) Investigate the operation 6) Review by management. After examining the structures of Quality Management System (ISO 9001), Environmental Management System (ISO 14001) and Occupational Health & Safety Management System (ISO 45001), standard 4 to 10, it is found that the organization has followed some of the integrated management system standards which are 1) The integration of organization context 2) the integration of document system 3) the integration of functional structure and training 4) the integration of internal audit 5) the integration of management review. The factors contributing to the successful implementation of integrated management system are, first, the support from the top management for both human resources and worker participation in all levels. Another factor is the appropriate functional structure, it allows workers to work more effectively since their roles and responsibilities are aligned with the objectives of the organization. Lastly, the human resource development can equip the staff with the knowledge and better understanding in the integrated management system. The organization may provide training to wider knowledge and skills for those who are involved so that they will be able to integrate requirements of those management systems more effectively.
