Factors Affecting the Success in Implementing the Health Service System Standard in Environmental Systems: A Case Study of Promburi Hospital, Singburi Province
การศึกษานี้ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีผลต่อการดำเนินงานมาตรฐานระบบบริการสุขภาพด้านระบบงานสิ่งแวดล้อมในโรงพยาบาล และเพื่อหาแนวทางในการพัฒนาการดำเนินงานมาตรฐานระบบบริการสุขภาพด้านระบบงานสิ่งแวดล้อมในโรงพยาบาล เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก (In-Depth Interviews) โดยการสัมภาษณ์ผู้บริหารและเจ้าหน้าที่ที่เกี่ยวข้องกับการดำเนินงานมาตรฐานระบบบริการสุขภาพด้านระบบงานสิ่งแวดล้อมในโรงพยาบาล และประชาชน รวมผู้ให้ข้อมูลทั้งหมด 30 คน ร่วมกับการสังเกตการณ์แบบมีส่วนร่วมในพื้นที่โดยการเยี่ยมประเมินมาตรฐานระบบบริการสุขภาพและศึกษาเอกสารที่เกี่ยวข้อง การศึกษาครั้งนี้ได้ประยุกต์หลักการของดัชนีชี้วัดความสำเร็จแบบสมดุล (Balanced Scorecard) พิจารณาประเด็นหลัก 4 ด้าน ประกอบด้วย ด้านประสิทธิผล ด้านผู้มีส่วนได้ส่วนเสีย ด้านการบริหารจัดการ และด้านการเรียนรู้และการพัฒนา ผลการศึกษาพบว่า ด้านประสิทธิผล บรรลุตามวัตถุประสงค์เป้าหมายที่กำหนดไว้ ตามพันธกิจและเป้าประสงค์ของโรงพยาบาลเรื่องการพัฒนาระบบบริการสุขภาพให้ได้มาตรฐาน ด้านผู้มีส่วนได้ส่วนเสีย บุคลากรมีความรู้ความเข้าใจเกี่ยวกับขั้นตอนการดำเนินงานมาตรฐานระบบบริการสุขภาพด้านระบบงานสิ่งแวดล้อมในโรงพยาบาลเป็นอย่างดี อีกทั้งยังมีความพึงพอใจที่เป็นส่วนหนึ่งในความสำเร็จ ด้านการบริหารจัดการ มีการกำหนดนโยบายไว้อย่างชัดเจนการปฏิบัติงานเป็นไปตามแผนงานที่กำหนดไว้ มีการจัดการด้านบุคลากรและงบประมาณโดยการบูรณาการงานที่มีความเกี่ยวข้องกันและมีภารกิจใกล้เคียงกัน ทำให้เกิดความเพียงพอ และมีการติดตามตรวจสอบและประเมินผลการดำเนินงานอย่างต่อเนื่อง และด้านการเรียนรู้และการพัฒนามีการส่งเสริมและพัฒนาความรู้ ความสามารถของบุคลากรในการดำเนินงาน และมีการพัฒนาและปรับปรุงกระบวนการทำงานอย่างต่อเนื่อง อีกทั้งยังมีการนำเทคโนโลยีสารสนเทศมาใช้ในการดำเนินงาน
The objectives of this case study were: 1) to investigate the factors affecting to the success of implementing the Health Service System Standard of Environmental Systems, and 2) to recommend a proper approach for developing an implementation of the Health Service System Standard in Environmental Systems. The data of this qualitative research were collected through in-depth interviews of key informants including executives, staff members and affected people who played an important role in implementing the Health Service System Standard. The number of samples was 30.The Balanced Scorecard technique was applied for data analysis. The evaluation indicators included the effectiveness, stakeholder, management and learning and growth perspectives. With respect to effectiveness, the hospital achieved its setting objectives. The employees in the hospital understood and knew well the procedures for implementing the standard. The employees were very pleased to be a part of the success. Regarding management issue, it was found that the policies, plans and practices were in accordance with the management plans, which encompassed integrating of human resource management. The budget is sufficient by integrating all relevant function together. Regular monitoring and evaluating of the implementation. As for the learning and growth perspective, the hospital supported the development the employees’ knowledge and competency to work effectively. In addition, the hospital adopted the Information Technology for effectively implementing the standard.
