แนวทางการจัดการขยะพลาสติก ยุควิถีชีวิตใหม่ (New Normal) เพื่อนำไปสู่ความยั่งยืน กรณีศึกษา: บุคลากรด้านสิ่งแวดล้อมของผู้ประกอบการพื้นที่นิคมอุตสาหกรรมมาบตาพุด ตำบลมาบตาพุด อำเภอเมือง จังหวัดระยอง
Plastic Waste Management Practices in New Normal Era Which Leading the Way to Sustainability: Case study of The Environmental Personnel of Entrepreneur in Map Ta Phut Industrial Estate, Map Ta Phut Sub – district, Muang Dist
การศึกษานี้มีวัตถุประสงค์เพื่อทราบความคาดหวัง ความตระหนัก ทัศนคติ และความรู้ เกี่ยวกับการจัดการขยะพลาสติก ยุควิถีชีวิตใหม่ (New Normal)ของบุคลากรด้านสิ่งแวดล้อมของผู้ประกอบการพื้นที่นิคมอุตสาหกรรมมาบตาพุด ตำบลมาบตาพุด อำเภอเมือง จังหวัดระยองและเพื่อเสนอแนวทางการส่งเสริมการจัดการขยะพลาสติก ยุควิถีชีวิตใหม่ (New Normal) เพื่อนำไปสู่ความยั่งยืน ดำเนินการเก็บรวบรวมข้อมูลโดยใช้แบบสอบถามจากกลุ่มตัวอย่างบุคลากรด้านสิ่งแวดล้อมของผู้ประกอบการพื้นที่นิคมอุตสาหกรรมมาบตาพุด ตำบลมาบตาพุด อำเภอเมือง จังหวัดระยอง จำนวน 64 ราย ด้วยวิธีการเลือกตัวอย่างแบบเจาะจง (Purposive Selection) การวิเคราะห์ข้อมูลใช้สถิติ F – test และ Correlation ที่ระดับนัยสําคัญทางสถิติ 0.05 ผลการศึกษา พบว่า ด้านประเภทโรงงานกลุ่มตัวอย่างส่วนใหญ่เป็นโรงงานประเภท 42 คือ โรงงานประกอบกิจการเกี่ยวกับ เคมีภัณฑ์ สารเคมีหรือวัสดุเคมีซึ่งมิใช่ปุ๋ยอย่างใดอย่างหนึ่งหรือหลายอย่าง และส่วนใหญ่มีความรู้ ความตระหนัก ทัศนคติ ความคาดหวังเกี่ยวกับการจัดการขยะพลาสติกค่อนข้างมาก การทดสอบสมมติฐานความแตกต่างระหว่างประเภทโรงงานและความคาดหวังกับการจัดการขยะพลาสติก ยุควิถีชีวิตใหม่ (New Normal) พบว่า ไม่มีความแตกต่างกันอย่างมีนัยสําคัญทางสถิติ (p > 0.05) ส่วนการทดสอบหาความสัมพันธ์ระหว่างความตระหนัก ทัศนคติ และความรู้ กับการจัดการขยะพลาสติก ยุควิถีชีวิตใหม่ (New Normal) พบว่า มีความสัมพันธ์กันในทิศทางบวก อย่างมีนัยสําคัญทางสถิติ (p < 0.05) ข้อเสนอแนะเชิงนโยบาย1)นำร่องออกมาตรการเก็บรวบรวมหน้ากากอนามัยทั้งหมดเพื่อนำมากำจัดอย่างถูกวิธีอย่างจริงจัง ในยุควิถีชีวิตใหม่ (New Normal) 2) รณรงค์เรื่องการใช้ พลาสติกใช้ครั้งเดียวทิ้ง (Single Use Plastic) ยุควิถีชีวิตใหม่ (New Normal)ในพื้นที่นิคมอุตสาหกรรมมาบตาพุดหากผู้ประกอบการมีความกังวลเกี่ยวกับความเสี่ยงต่อการติดเชื้อโรค COVID – 19สามรถเลือกใช้บรรจุภัณฑ์ที่ผ่านการฆ่าเชื้อด้วยความร้อนได้ เช่น บรรจุภัณฑ์แก้ว หรือกระเบื้อง เป็นต้น 3)จัดทำโครงการประเมินผู้ประกอบการพื้นที่นิคมอุตสาหกรรมมาบตาพุดเกี่ยวกับสนับสนุนการออกแบบผลิตภัณฑ์หรือใช้เทคโนโลยีที่เป็นมิตรกับสิ่งแวดล้อมโดยมีการมอบรางวัลหรือใบรับรองเพื่อสร้างความตระหนักในการจัดการขยะพลาสติกให้พื้นที่ให้มากขึ้น
This study was conducted to know the expectations, awareness, attitudes and knowledge about plastic waste management in New Normal Era by environmental personnel of entrepreneur in Map Ta Phut Industrial Estate, Map Ta Phut Sub – district, Muang District, Rayong Province and to propose sustainable approaches to this issue. A method of purposive selection determined 64 participants of the survey among environmental staff in this area. Statistical analysis in this study was performed using F – test, and correlation was significant at 0.05.Analysis of the survey would be revealed through different aspects. First, type of sampling factories was emphasized as the study indicates that most of sample group was the factory type 42, i.e. manufacturer of chemical, synthetized substance or material which was not a kind or any kinds of fertilizer and most of them had quite a lot of knowledge, awareness, attitude and expectations about plastic waste management.According to hypothesis testing, there was no statistically significant difference in types of factory related to new normal plastic waste management (p > 0.05). Analysis of correlation between awareness and new normal plastic waste management showed positive result (r = 0.400) that was statistically significant (p < 0.05). Correlation of attitude with new normal plastic waste management was positive (r = 0.333), and it was statistically significant (p < 0.05). Test for difference between expectation and new normal plastic waste management mard no statistically significant difference (p > 0.05). There was positive correlation between knowledge and new normal plastic waste management (r = 0.703) which is statistically significant (p < 0.05). Policy recommendations are as followed; 1) Initiate measure for collecting used face masks and establish elimination process as an approach to the new normal tendency. 2) Encourage avoiding single–use plastics as new normal approach in Maptaphut Industrial Estate. In case of any concerns over COVID–19 transmission, thermal sterilization of containers can be applied. Alternative containers of choice possibly are glassware or ceramics. 3) Conduct environmental assessment project among businesses in Maptaphut Industrial Estate and reward those who design eco–friendly products or utilize green technology to raise awareness of plastic waste management in the area.
