การประเมินผลการดำเนินงานด้านความรับผิดชอบต่อสังคมของบริษัท พีทีที แอลเอ็นจี จำกัด
การศึกษาเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษาแนวทางการดำเนินงานด้านความรับผิดชอบต่อสังคมของบริษัท พีทีที แอลเอ็นจี จำกัด และเสนอแนะแนวทางในการพัฒนาการดำเนินงานด้านความรับผิดชอบต่อสังคมให้กับบริษัท พีทีที แอลเอ็นจี จำกัด งานวิจัยนี้เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) มีวิธีการเก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก (In-depth Interviews) กับผู้บริหารและพนักงานที่เกี่ยวข้องกับการดำเนินงานทางด้านความรับผิดชอบต่อสังคม และผู้ที่มีส่วนได้ส่วนเสีย ที่เกี่ยวข้องกับบริษัท พีทีที แอลเอ็นจี จำกัด ร่วมกับสังเกตการณ์ในพื้นที่และศึกษาเอกสารที่เกี่ยวข้องซึ่งการวิจัยครั้งนี้ได้ประยุกต์หลักการของดัชนีวัดความสำเร็จแบบสมดุล(Balanced Scorecard) มีการพิจารณาประเด็นหลัก 4 ด้าน ประกอบด้วย ด้านการดำเนินงาน ด้านผู้มีส่วนได้ส่วนเสียด้านประสิทธิผล และด้านการเรียนรู้และพัฒนาผลการศึกษาพบว่า มิติด้านการดำเนินงาน บริษัท พีทีที แอลเอ็นจี จำกัด มีการกำหนด กลยุทธ์องค์กร มีหน่วยงานที่รับผิดชอบการดำเนินงานทางด้านความรับผิดชอบต่อสังคมอย่างชัดเจน เพื่อให้บรรลุเป้าหมายที่องค์กรได้กำหนดไว้โดยมุ่งไปสู่ความยั่งยืน โดยการกำกับดูแลกิจการที่ดีและการมีความรับผิดชอบต่อสังคม มิติด้านผู้มีส่วนได้ส่วนเสีย ประกอบไปด้วย ภาครัฐ เอกชน และภาคประชาชน พบว่าการดำเนินโครงการทางด้านความรับผิดชอบต่อสังคมนั้น ได้สานเสวนาพูดคุยกับกลุ่มผู้มีส่วนได้ส่วนเสียก่อนการกำหนดเป็นโครงการด้านความรับผิดชอบต่อสังคมทำให้ผู้มีส่วนได้ส่วนเสียส่วนใหญ่มีความพึงพอใจต่อการดำเนินงานด้านความรับผิดชอบต่อสังคม มิติด้านประสิทธิผล บริษัท พีทีที แอลเอ็นจี จำกัด สามารถดำเนินงานทางด้านความรับผิดชอบต่อสังคมได้เป็นอย่างดีมาโดยตลอดสอดคล้องตามนโยบาย วัตถุประสงค์ เป้าหมาย และแผนงานที่กำหนดไว้ มิติด้านการเรียนรู้และพัฒนา มีการส่งเสริมพัฒนาบุคลากรให้กับพนักงานในแต่ละตำแหน่ง เพื่อให้มีการพัฒนาตนเองอย่างต่อเนื่อง ส่วนข้อเสนอแนะในการดำเนินงานด้านความรับผิดชอบต่อสังคมของบริษัท พีทีที แอลเอ็นจี จำกัด พบว่า 1) บริษัทควรมีการจัดฝึกอบรมเรื่องความรับผิดชอบต่อสังคม เพื่อสร้างจิตสำนึกและความตระหนักต่อการมีส่วนร่วมในการดำเนินงานทางด้านความรับผิดชอบต่อสังคม สังคมรวมถึงการพัฒนาการดำเนินงานความรับผิดชอบของสังคมให้มีประสิทธิภาพ 2) โครงการที่จะมีการดำเนินงานทางด้านความรับผิดชอบต่อสังคมควรที่จะต่อยอดโครงการเดิมให้มีประสิทธิภาพมากขึ้นและพัฒนาโครงการที่จะเกิดขึ้นใหม่ในอนาคตให้มีความความหลายหลากทางเทคโนโลยีและนวัตกรรมให้เข้ากับยุคสมัยในปัจจุบันเพื่อนำมาพัฒนาอาชีพ พัฒนาคุณภาพชีวิตให้กับคนในชุมชนได้อย่างยั่งยืน
The main objective of this research study is to investigate the implementation of PTTLNG Company Limited’s corporate social responsibility performance, and to give recommendations for performance improvement in CSR perspective. This research is used Qualitative research and data were collected via In-depth interviews with PTTLNG’s executives and employee which relate to CSR’s performance also observe from PTTLNG’s community living around PTTLNG area. And other information was sourced from other related studies. Moreover, this qualitative study employed a balanced scorecard with main examination comprise of four perspectives: company’s business performance, stakeholders, company’s CSR efficiency and learning and growth perspective. The study found that in terms of company’s business performance, PTTLNG has their own CSR strategy which assign CSR division and staff to work closely and be responsible for corporate social responsibility. This goal enables company’s sustainable development in CSR term. For stakeholder perspective, it consists of government, private and public sector found that most of stakeholders were satisfied with PTTLNG’ corporate social responsibility performance since there were in-depth interviews and created focus group for information analysis before implementation of any CSR projects and actions. In company’s CSR efficiency, it showed that PTTLNG has operated business and conducted all CSR practices comprehensively in accordance with organization’s future performance framework and sustainable development goals. Lastly, in terms of learning and growth perspective, PTTLNG has created continuous training and development course for employee in charge of corporate social responsibility position to improve their skills and capability. For the improvement of PTTLNG’s corporate social responsibility performance, 1) it is suggested that PTTLNG should provide full course and training in CSR practices in order to create CSR awareness and perceptions also greater efficiency in sustainable development. Furthermore, 2) CSR projects and practices should develop and extend CSR projects and practices more efficiently in line with new technology and innovation. This contributes to the lifelong value to the community and social for better economic status and social well-being.
