Business Operation of Wooden Pallet Pooling under Sustainable Development Goals (SDGs)
การศึกษานี้มีวัตถุประสงค์ เพื่อศึกษาความเกี่ยวข้องระหว่างแนวคิดในการดำเนินธุรกิจพาเลทไม้หมุนเวียนและแนวคิดทางด้านสิ่งแวดล้อม วิเคราะห์ความสอดคล้องของผลการดำเนินธุรกิจพาเลทไม้หมุนเวียนภายใต้เป้าหมายการพัฒนาที่ยั่งยืน หาวิธีการส่งเสริมการดำเนินธุรกิจพาเลทไม้หมุนเวียนจากปัญหาที่เกิดขึ้นจากการประยุกต์เป้าหมายการพัฒนาที่ยั่งยืนในบริบทประเทศไทย พร้อมทั้งเสนอแนวทางการดำเนินการเพื่อตอบสนองต่อเป้าหมายการพัฒนาที่ยั่งยืน วิธีการศึกษาในครั้งนี้ใช้การสัมภาษณ์เชิงลึกกับทีมพนักงานระดับบริหารสูงสุดของบริษัทดำเนินธุรกิจพาเลทไม้หมุนเวียนแห่งหนึ่งในประเทศไทย จำนวน 6 คน สรุปผลการสัมภาษณ์และวิเคราะห์ร่วมกับการทบทวนวรรณกรรม ผลการศึกษาพบว่า การดำเนินธุรกิจพาเลทไม้หมุนเวียนมีความเกี่ยวข้องกับแนวคิดทางด้านสิ่งแวดล้อม 3 แนวคิด ได้แก่ แนวคิดเศรษฐกิจหมุนเวียน แนวคิดการพัฒนาที่ยั่งยืน และ แนวคิดผู้ได้ประโยชน์เป็นผู้จ่าย ผลการดำเนินธุรกิจพาเลทไม้หมุนเวียนสามารถตอบสนองต่อเป้าหมายการพัฒนาที่ยั่งยืน 16 เป้าหมาย โดยเป้าหมายที่ 17 ไม่สามารถตอบสนองได้ จากตัวอย่างปัญหาที่เกิดขึ้นจากการประยุกต์เป้าหมายการพัฒนาที่ยั่งยืนในบริบทประเทศไทย พบว่า การดำเนินธุรกิจพาเลทไม้หมุนเวียนสามารถได้รับการส่งเสริมเพื่อตอบสนองต่อเป้าหมายการพัฒนาที่ยั่งยืนได้ 13 เป้าหมาย โดยมี 4 เป้าหมาย ที่ไม่สามารถส่งเสริมให้ตอบสนองได้ ดังนั้น การจัดทำแนวทางการปฏิบัติเพื่อตอบสนองต่อเป้าหมายการพัฒนาที่ยั่งยืนให้ครอบคลุมทุกเป้าหมายอย่างเป็นรูปธรรม จึงจำเป็นอย่างยิ่งที่จะต้องได้รับการพิจารณาอย่างเร่งด่วนและต้องการความร่วมมือจากผู้มีส่วนได้ส่วนเสียหลายภาคส่วน อาทิ ภาครัฐ ผู้ประกอบการ และประชาชน
The objectives of this study were to study the relationship between the concept of wooden pallet pooling business and environmental principles in order, to examine the consistency of the performance of wooden pallet pooling business under Sustainable Development Goals (SDGs) and, to find out the guidelines for promoting the performance of wooden pallet pooling business based on the problem arising from SDGs application in Thailand. Thus, this study finally needs to recommend some guidelines to respond to SDGs. In relation to the in-depth interview, it was executed with a leadership team, total 6 persons of a wooden pallet pooling company in Thailand. The interview’s results were critically summarized and analyzed together with literature reviews. As found by this study, the concept of wooden pallet pooling business can be obviously related to key three environmental principles: Circular Economy, Sustainable Development, and Beneficiary Pays Principle. The performances of wooden pallet pooling business are also able to link with SDGs total 16 goals, except only goal no.17. Based on the problem arising from SDGs application in Thailand, the performances of wooden pallet pooling business can be promoted to reflect SDGs total 13 goals, except its rest of 4 goals. Consequently, the action plan should be established to fulfill the SDGs comprehensively by which urgent consideration necessarily depends on the cooperation with all relevant stakeholders such as government, entrepreneur and public sector should be carried out.
