ประสิทธิผลการจัดการความปลอดภัย อาชีวอนามัยและสิ่งแวดล้อมในการทำงานที่มีผลกระทบต่อพฤติกรรมความปลอดภัยของพนักงาน: กรณีศึกษา บริษัทปิโตรเคมีแห่งหนึ่งในจังหวัดระยอง
Effectiveness of Safety, Occupational Health, and Environmental Management Affecting Employees’ Safety Behavior: A Case Study of a Petrochemical Company in Rayong Province
การวิจัยนี้มีวัตถุประสงค์เพื่อประเมินประสิทธิผลการจัดการความปลอดภัย อาชีวอนามัยและสิ่งแวดล้อมในการทำงานที่มีผลกระทบต่อพฤติกรรมความปลอดภัยของพนักงาน โดยยกเอาบริษัท ปิโตรเคมีแห่งหนึ่งในจังหวัดระยองเป็นกรณีศึกษา การวิจัยดังกล่าวเป็นการวิจัยเชิงคุณภาพ มีการเก็บรวบรวมข้อมูลเอกสาร และรายงานที่เกี่ยวข้อง และทำการสัมภาษณ์เชิงลึกพนักงานระดับบริหาร 10 ท่าน แต่ละท่านมีหน้าที่เกี่ยวข้องโดยตรงกับการทำงานด้านความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อม จากนั้นจึงทำการวิเคราะห์และสรุปผล ผลจากการศึกษาวิจัยพบว่า การให้คะแนนตัวชี้วัด องค์ประกอบ ปัจจัยเข้า (Input) กระบวนการ (Process) และผลผลิต (Output) ได้คะแนนรวม 79.11 คะแนน จากคะแนนเต็ม 100 คะแนน ซึ่งเป็นช่วงคะแนนระดับ 2 จากทั้งหมด 4 ระดับ ซึ่งอยู่ในเกณฑ์ปานกลางโดยพบว่าไม่มีประเด็นปัญหาด้านความปลอดภัย อาชีวอนามัยและสิ่งแวดล้อมที่มีนัยสำคัญ รวมถึงมีการปฏิบัติและสอดคล้องกับกฎหมายที่เกี่ยวข้องทั้งหมด ส่วนปัญหาและอุปสรรค พบว่า บุคลากรด้านความปลอดภัยในการสนับสนุนการทำงานยังไม่ทั่วถึงทุกหน่วยงาน การมีส่วนร่วมกิจกรรมการทำงานด้านความปลอดภัยฯของพนักงานยังน้อย พนักงานยังขาดความรู้ความเข้าใจของกฎระเบียบความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน ข้อเสนอแนะที่สำคัญ คือ การอบรมและการสื่อสารข้อมูลข่าวสารเกี่ยวกับความปลอดภัยจากหน่วยงานความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อมให้พนักงานรับรู้และรับทราบอย่างต่อเนื่อง และควรมีการเน้นย้ำ ทำความเข้าใจกับพนักงานในเรื่องหน้าที่ของการส่งเสริมพฤติกรรมความปลอดภัยว่าเป็นหน้าที่ของพนักงานทุกคน รวมทั้งควรเพิ่มบทบาทในการมีส่วนร่วมในกิจกรรมส่งเสริมพฤติกรรมความปลอดภัยของพนักงานผู้บริหารระดับสูง
The objective of this research was to assess the effectiveness of safety, occupational health, and environmental management affecting employees’ safety behavior by selecting a petrochemical company in Rayong province as a case study. The qualitative approach was applied by this research which collects documentary information, relevant reports, and in-depth interviews with 10 executive employees because their key responsibility was regularly involved in the work on safety, occupational health, and environmental management. These sources as mentioned above were critically taken into consideration of this research. This research found that the indicators consisting of Input, Process, and Output were scored as 79.11 out of 100 points, which can be arranged in level 2 out of 4. This level becomes moderate without any significant issues of Safety Occupational health and environment, including practice and compliance with laws. In relation to problems and obstacles, this research found there are just a few and insufficient safety workers in the workplace; moreover, the participation of employees in the safety work is minimal. They lack knowledge and comprehension of regulations of safety, occupational health, and environment. As found by this research, any relevant training and communication concerning safety information from the Department of Safety, Occupational Health and Environment should be provided for employees in order to encourage them to be aware of their safety and also foster them with sustainable knowledge. There should be also the concentration on employees’ duty of promoting safety behavior which must be widely recognized as an essential duty of all employees. Eventually, an increase in the great opportunity of participation in any activities promoting safety behavior of executive employees should be taken into account.
