Factors Contributing to the Success of Environmental Management Standard (ISO 14001: 2015) and Occupational Health and Safety Management Standard (ISO 45001: 2018) of a Forklift Distribution Company in Amata City Chonburi Ind
การศึกษาเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลสำเร็จต่อการดำเนินงานระบบมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) ของบริษัทจำหน่ายรถยกแห่งหนึ่งในนิคมอุตสาหกรรมอมตะซิตี้ ชลบุรี และเพื่อแนะแนวทางที่เหมาะสมในการดำเนินงานระบบมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) ให้กับหน่วยงาน/องค์กรอื่น ๆ งานวิจัยนี้เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) มีวิธีการเก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก (In-Depth Interviews) กับผู้บริหารและเจ้าหน้าที่ที่เกี่ยวข้องกับการดำเนินงานระบบมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) รวมถึงผู้มีส่วนได้เสียที่เกี่ยวข้องกับบริษัทกรณีศึกษา ร่วมกับการสังเกตการณ์ในพื้นที่และศึกษาเอกสารที่เกี่ยวข้อง ซึ่งการวิจัยครั้งนี้ได้ประยุกต์หลักการของดัชนีชี้วัดความสำเร็จแบบสมดุล (Balanced Scorecard) มีการพิจารณาประเด็นหลัก 4 ด้าน ประกอบด้วย ด้านประสิทธิผล ด้านผู้มีส่วนได้เสีย ด้านการบริหารจัดการ และด้านการเรียนรู้และการพัฒนา ผลการศึกษาพบว่า ในด้านประสิทธิผล บริษัทมีการดำเนินงานบรรลุตามวัตถุประสงค์เป้าหมายที่กำหนดไว้ ในด้านผู้มีส่วนได้ส่วนเสีย ซึ่งประกอบด้วย ภาครัฐ ภาคเอกชน และภาคประชาชน พบว่าพนักงานมีความรู้ความเข้าใจเกี่ยวกับขั้นตอนการดำเนินงานระบบมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) เป็นอย่างดี อีกทั้งพนักงานยังมีความพึงพอใจมากที่เป็นส่วนหนึ่งในความสำเร็จในการดำเนินงานมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) รวมถึงผู้มีส่วนได้เสียที่เกี่ยวข้อง ได้แก่ การนิคมอุตสาหกรรมอมตะซิตี้ ชลบุรี ผู้รับเหมา ลูกค้า ที่ปรึกษาระบบ และชุมชนใกล้เคียง มีความพึงพอใจมากที่บริษัทมีการดำเนินงานมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการอาชีว อนามัยและความปลอดภัย (ISO 45001: 2018) ในด้านการบริหารจัดการ บริษัทมีการจัดทำนโยบายไว้อย่างชัดเจน การปฏิบัติงานด้านการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) เป็นไปตามแผนงานที่กำหนดไว้ องค์กรมีการจัดสรรทรัพยากรบุคคลและงบประมาณอย่างเพียงพอ และมีการติดตามตรวจสอบและประเมินผลการดำเนินงานอย่างต่อเนื่อง และในด้านการเรียนรู้และการพัฒนา บริษัทมีการส่งเสริมและพัฒนาความรู้ ความสามารถของพนักงานในการดำเนินงาน และมีการพัฒนาและปรับปรุงกระบวนการทำงานอย่างต่อเนื่อง แนวทางและข้อเสนอแนะสำหรับหน่วยงาน/องค์กรอื่น ๆ สามารถนำไปประยุกต์ใช้ในการดำเนินงานระบบมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการ อาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) ให้ประสบผลสำเร็จ ได้แก่ 1) การมีวิสัยทัศน์และความมุ่งมั่นของผู้บริหารในการจัดทำและสนับสนุนให้การดำเนินงานระบบมาตรฐานการจัดการสิ่งแวดล้อม (ISO 14001: 2015) และระบบมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001: 2018) บรรลุวัตถุประสงค์ เป้าหมาย 2) ระบบการบริหารจัดการที่ดี มีการกำหนดนโยบายที่ชัดเจน 3) การติดตามตรวจสอบและประเมินผลการปฏิบัติงานอย่างสม่ำเสมอ 4) การพัฒนาและปรับปรุงระบบอย่างต่อเนื่อง 5) การส่งเสริมการมีส่วนร่วมของพนักงาน 6) การสร้างแรงจูงใจให้แก่พนักงาน 7) การพัฒนาบุคลากรอย่างต่อเนื่อง นอกจากนี้ควรมีการตั้งวัตถุประสงค์และเป้าหมายในการดำเนินงานให้ชัดเจน และส่งเสริมให้พนักงานทุกคนมีจิตสำนึก ตระหนักถึงอันตรายและความเสี่ยงในกิจกรรมที่ตนเองรับผิดชอบเพื่อให้การจัดการระบบความปลอดภัยและอาชีวอนามัยมีประสิทธิภาพเพิ่มขึ้น
The objective of this study is to analyze the factors affecting the operation of the Environmental Management Standard (ISO 14001: 2015) and the Occupational Health and Safety Management Standard (ISO 45001: 2018) of a forklift distribution company in Amata City Chonburi Industrial Estate, as well as to provide appropriate guideline for the implementation of the Environmental Management Standard (ISO 14001: 2015) and the Occupational Health and Safety Management Standard (ISO 45001: 2018) to other agencies / organizations. This study is a qualitative research, in which data collection was conducted through semi-structured interviews with directors and staffs that were involved in the implementation of the Environmental Management Standard (ISO 14001: 2015) and the Occupational Health and Safety Management Standard (ISO 45001: 2018), including stakeholders related to the mentioned company. Furthermore, local observations and related documents were also adopted in the data collection process. This research applied the principles of the Balanced Scorecard, in which four main aspects were considered: Effectiveness, stakeholders, management, and learning and growth. The results of the study showed that, for the factor of effectiveness, the company has operated in line with the set objectives and target. In terms of stakeholders, which consists of the public, private and public sectors, it was found that the employees possessed sound knowledge and understanding about the operating procedures of the Environmental Management Standard (ISO 14001: 2015) and the Occupational Health and Safety Management Standard (ISO 45001: 2018). Moreover, the employees were satisfied with being a part of the success in the implementation of the Environmental Management Standard (ISO 14001: 2015) and the Occupational Health and Safety Management Standard (ISO 45001: 2018). This also covered other stakeholders involved, including the Amata City Industrial Estate, Chonburi contractor, customer, system consultant and nearby communities. The mentioned stakeholders were satisfied that the company has implemented an Environmental Management Standard (ISO 14001: 2015) and Occupational Health and Safety Management Standard (ISO 45001: 2018). Regarding management, the company has set clear policies, in which the work on Environmental Management Standard (ISO 14001: 2015) and Occupational Health and Safety Management Standard (ISO 45001: 2018) were deemed to be in accordance with the established programs. The organization has allocated adequate human resources and budget, as well as constant operation monitoring and evaluation. In the field of learning and development, the company has promoted knowledge to deepen the ability of employees to operate and continuously develop and improve their working performance. The guidelines and recommendations for other agencies / organizations that can be applied to cultivate successful implementation of the Environmental Management Standard (ISO 14001: 2015) and the Occupational Health and Safety Management Standard (ISO 45001: 2018) are as follows; 1) The board of management's vision and firm commitment in establishing and supporting the implementation of the Environmental Management Standard (ISO 14001: 2015) and the Occupational Health and Safety Management Standard (ISO 45001: 2018) to achieve established objectives 2) Efficient management system with clear and evident policy 3) Regular monitoring and evaluation 4) Continuous development and improvement of the system 5) Promotion of employee participation 6) Employee motivation and 7) Long-term human resource development. In addition, objectives and operational goals should be set distinctively and employees should be encouraged to become conscious and aware of the dangers and risks in their tasks, in order to enhance the efficiency of the management of the occupational health and safety system.
