Environmental Conflicts Management: A Case Study of Khlong Ban Na Reservoir Project Saraburi Province
ความขัดแย้งด้านสิ่งแวดล้อมจากการจัดการทรัพยากรน้ำในประเทศไทย มีแนวโน้มเพิ่มขึ้นเนื่องจากมีผู้ได้รับผลกระทบหลายฝ่าย และส่งผลกระทบเป็นวงกว้าง ดังนั้นการจัดการความขัดแย้งด้านสิ่งแวดล้อมที่มีประสิทธิภาพจึงมีความจำเป็นในสังคมไทยปัจจุบัน การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาสาเหตุความขัดแย้งด้านสิ่งแวดล้อมจากการพัฒนาโครงการอ่างเก็บน้ำคลองบ้านนา และเพื่อเสนอแนวทางในการการจัดการปัญหาความขัดแย้งด้านสิ่งแวดล้อมจากโครงการดังกล่าว โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) มีวิธีการเก็บรวบรวมข้อมูลโดยการศึกษาเอกสาร (Documentary Research) ร่วมกับการสัมภาษณ์แบบกึ่งโครงสร้าง (Semi – Structured Interviews) จากผู้มีส่วนได้เสียในโครงการ ผลการศึกษา พบว่า สาเหตุหลักของความขัดแย้งในกรณีศึกษานี้ ได้แก่ ความขัดแย้งด้านข้อมูล ความขัดแย้งด้านผลประโยชน์ และความขัดแย้งด้านค่านิยมเป็นหลัก โดยพบว่า ข้อมูลโครงการที่ได้รับนั้นไม่เพียงพอ ขาดความหน้าเชื่อถือของข้อมูล เนื่องจากผู้พัฒนาโครงการไม่มีการประกาศ หรือจัดประชุมเพื่อชี้แจงถึงรายละเอียดข้อมูลของโครงการต่อประชาชนในพื้นที่โครงการ นอกจากนี้ประชาชนมีความกังวลเกี่ยวกับการเยียวยาผลกระทบที่อาจได้รับอย่างไม่เหมาะสม รวมถึงวิถีชีวิตของประชาชนในพื้นที่ที่อาจเกิดการเปลี่ยนแปลง ซึ่งผู้พัฒนาโครงการยังไม่ได้มีมาตรการ หรือแนวทางในการป้องกันความขัดแย้งที่อาจเกิดขึ้น สำหรับในการเสนอแนวทางในการการจัดการปัญหาความขัดแย้งด้านสิ่งแวดล้อมจากการพัฒนาโครงการอ่างเก็บน้ำคลองบ้านนา ควรใช้เครื่องมือแก้ไขความขัดแย้งในรูปแบบของการร่วมมือ (Collaborating) เพื่อหาทางออกในการแก้ไขข้อกังวลของทั้งสองฝ่าย โดยผู้พัฒนาโครงการควรเปิดให้ประชาชนมีส่วนร่วมในการรับรู้ข้อมูล แสดงความคิดเห็น และตัดสินใจเกี่ยวกับการดำเนินโครงการ ในขณะที่ภาคประชาชนควรให้ความร่วมมือในการให้ข้อมูล และแสดงความคิดเห็นที่เป็นประโยชน์ต่อการดำเนินโครงการ เพื่อจะนำสู่การพัฒนาที่ยั่งยืนต่อไป
Environmental conflict from water resources management in Thailand have been increased because many parties are impacted and resulting in wide effects. Therefore, the effective management on environmental conflicts are necessary for Thai society at present. The objectives of this study are to study the causes of environmental conflicts from a development of Khlong Ban Na Reservoir Project, and to propose guidelines in managing conflicts from the case study. Data in this study were collected through documentary research and semi-structured interviews with stakeholders. It was found that the main cause of conflicts in this case study were data conflict, conflict of interest, and conflict of value. Firstly, for this case study, data were insufficient and incorrected. This was because the developer did not provide or set up a meeting to give information to mostly impacted people in area. While, the public were a concerned about any impacts that might occurs from project development. Moreover, the local people were concerned about the way of life that might be changed from a development. The developer has no mitigations or resolutions to solve environmental conflicts. Collaborating approach should be applied to solve the conflict. Project developer should provide information to impacted people and listen to their comment about the project. While impacted people should collaborate with the developers and provide value information to the owner in order to benefit the project development. Moreover, the public should increase their knowledge in order to provide value information to the forum. Finally, this will lead to sustainable development of the whole society.
