ประสิทธิผลการจัดการด้านความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อม กรณีศึกษา บริษัทก่อสร้างแห่งหนึ่ง โครงการเปลี่ยนฉนวนหุ้มท่อส่งก๊าซในจังหวัดชลบุรี
Effectiveness of safety, occupational health and environment management, case study: a construction company, transmission pipeline recoat project in Chonburi Province
การค้นคว้านี้มีวัตถุประสงค์ เพื่อศึกษาการจัดการ เพื่อประเมินประสิทธิผลการจัดการ และเพื่อศึกษาปัญหาและอุปสรรคต่อการจัดการด้านความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อม ของบริษัทก่อสร้างแห่งหนึ่ง โครงการเปลี่ยนฉนวนหุ้มท่อส่งก๊าซในจังหวัดชลบุรี เป็นการวิจัยเชิงคุณภาพ โดยการเก็บรวบรวมข้อมูลเอกสาร และรายงานที่เกี่ยวข้อง และทำการสัมภาษณ์เชิงลึก รองผู้จัดการก่อสร้าง ผู้ช่วยผู้จัดการก่อสร้าง วิศวกรควบคุมงาน คณะกรรมการความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานตัวแทนฝ่ายลูกจ้าง เจ้าหน้าที่ความปลอดภัยในการทำงานระดับวิชาชีพ และเจ้าหน้าที่ความปลอดภัยในการทำงานระดับเทคนิค จำนวน 10 ท่าน ผลการศึกษาและประเมินประสิทธิผลการจัดการด้านความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อมของบริษัทกรณีศึกษา โดยการให้คะแนนตัวชี้วัดองค์ประกอบ ปัจจัยเข้า (Input) กระบวนการ (Process) และผลผลิต (Output) ปรากฏว่าได้คะแนนรวม 93.38 คะแนน จากคะแนนเต็ม 100 คะแนน ซึ่งเป็นช่วงคะแนนระดับ 4 อยู่ในเกณฑ์ ดีมาก ส่วนด้านปัญหาและอุปสรรค พบว่า พื้นที่ทำงานตามแนวท่อมีความเสี่ยงสูง ทีมปฏิบัติงานต่าง ๆ อยู่ห่างไกลกัน เกิดปัญหาในการติดต่อประสานงาน ปัญหาด้านงบประมาณบางครั้งไม่ทันต่อความจำเป็น และการหลีกเลี่ยงไม่ปฏิบัติตามกฎข้อบังคับความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อม ของพนักงานบางกลุ่ม
The objective of the study is to know management system, assesses effectiveness of management and the problems and obstacles in safety, occupational health and environment management of the construction company. This is a Qualitative Research which compile relevant documents and reports and interviewing the key informants, a deputy construction manager, an assistant construction manager, a field engineer, an employee representative member of safety, occupational health and environment committee, a safety officer at professional level and five safety officers at technical level amount 10 peoples. The results of the study and assessment of the effectiveness of safety, occupational health and environment management of the company. By scoring indicators of Input, Process and Output of System Theory, a total score is 93.38 from 100, which is a level 4 rating is very good. As for the issue of problems and obstacles are known that there are more high risks on the working area along the pipeline. Each operation team is far away from other causes problems in coordination. Budget sometimes couldn’t support on time, and some groups of employees avoid the safety, occupational health and environment requirement.
