SUSTAINABLE ENVIRONMENTAL MANAGEMENT : A CASE STUDY OF PRAWET DISTRICT, BANGKOK
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินงานในการจัดการสิ่งแวดล้อมของสำนักงานเขตประเวศ กรุงเทพมหานคร รวมถึงปัจจัยที่ส่งผลต่อความสำเร็จในการดำเนินงานดังกล่าว งานวิจัยนี้เป็นงานวิจัยเชิง คุณภาพ เก็บรวบรวมข้อมูลโดยการสัมภาษณ์กึ่งโครงสร้างกับผู้มีส่วนได้เสียในการจัดการสิ่งแวดล้อมของ สำนักงานเขตประเวศ ร่วมกับการสังเกตการณ์แบบไม่มีส่วนร่วมและการศึกษาเอกสารที่เกี่ยวข้อง โดยนำ ทฤษฎีระบบการบริหารงานและประเมินผลองค์กร (Balanced Scorecard) มาใช้ในกระบวนการศึกษาดังกล่าว ซึ่งมีการพิจารณาประเด็นสำคัญตามทฤษฎีระบบการบริหารงานและประเมินผลองค์กร ที่มีหลักการ 4 ด้าน ประกอบด้วย ด้านการบริหารจัดการ ด้านผู้มีส่วนได้ส่วนเสีย ด้านการเรียนรู้และพัฒนาหน่วยงาน และด้านประสิทธิผล ผลการศึกษา พบว่า ปัจจัยที่ส่งผลต่อความสำเร็จในการจัดการสิ่งแวดล้อมของสำนักงานเขตประเวศ ประกอบด้วยปัจจัย หลายมิติได้แก่ มิติด้านการบริหารจัดการ พบว่า ทางสำนักงานเขตมีการจัดการกับขยะในครัวเรือนตามแนวทางคือมีรถขยะจัดเก็บขยะวิ่งเก็บอาทิตย์ละ 2 รอบ และมีงบประมาณในการส่งเสริมโครงการต่าง ๆ เพื่อเพิ่มประสิทธิภาพในการจัดการขยะให้ดีขึ้น มิติด้านผู้มีส่วนได้เสีย พบว่า มีการติดต่อประสานงานระหว่าฝ่ายพัฒนาสังคมและฝ่ายรักษาความสะอาดร่วมกันเป็นอย่างดีในการดำเนินโครงการต่าง ๆ เกี่ยวกับการจัดการขยะภายในชุมชนเพื่อลดปัญหาขยะในชุมชนและสร้างวิวทิวทัศน์ที่ดีให้ชุมชนน่าอยู่ มิติด้านการเรียนรู้และพัฒนาหน่วยงาน พบว่า มีการส่งตัวแทนชุมชน ผู้นำชุมชน หรือตัวแทนจากภาคเอกชน เข้ารับการฝึกอบรมและความรู้ด้านการบริหารจัดการขยะ สาธิตให้ความรู้ด้านการคัดแยกขยะมูลฝอย การเพิ่มมูลค่าขยะ มิติด้านประสิทธิผล พบว่า สำนักงานเขตประเวศมีการส่งเสริมให้ชุมชนมีการดำเนินการ ลด ดัดแยก และใช้ประโยชนขะมูลฝอยในรูปแบบที่สอดคล้องกับความต้องการของประชาชนในพื้นที่และมีความยั่งยืน มีจัดทำโครงการร้านศูนย์บาท ศูนย์สตางค์ ที่จะนำสินค้าอุปโภคบริโภคใช้ในการแลกกับขยะรึไซเคิลของประชาชนในชุมชนมาแลกเปลี่ยนในอัตราที่ทางลำนักงานเขตกำหนด ซึ่งจะนัดหมายวันและเวลา จึงเห็นได้ว่าสำนักงานเขตประเวศเปรียบเสมือนเป็นพี่เลี้ยงให้ชุมชนเพื่อให้ชุมชนสามารถการกับปัญหาสิ่งแวดล้อม ปัญหาขยะ ของชุมชนได้เอง โดยไม่ต้องพึ่งบุคคลหรือองค์กรณ์ภายนอกเพื่อความยั่งยืนในอนาคต ข้อเสนอแนะจากงานวิจัยครั้งนี้ หน่วยงานภาครัฐหรือหน่วยงานกลางควรให้การสนับสนุนการดําเนินงานแบบ บูรณาการแต่ละท้องถิ่นเข้าด้วยกัน และสนับสนุนองค์ความรู้ด้านการจัดการ สิ่งแวดล้อมที่ถูกต้องให้แก่เจ้าหน้าที่ผู้ปฏิบัติงานอย่างทั่วถึง รวมทั้งสนับสนุนงบประมาณให้เพียงพอ ต่อความจําเป็นของแต่ละท้องถิ่นในการจัดการสิ่งแวดล้อมเพื่อให้เกิดการดําเนินงานที่เป็นประโยชน์และเชื่อมโยงกันได้อย่างเป็นรูปธรรม
This research aims to study the environmental management operations of the Prawet District Office, Bangkok, including the factors that contribute to the success of such operations. This research is a qualitative research, in which data was accumulated through semi-structured interviews with environmental management stakeholders of the Prawet District Office, non-participatory observation and study of related documents. The theory of management system and organization evaluation (Balanced Scorecard) was applied in this study and the key issues were considered in accordance with the 4 principles of the abovementioned theory: management, stakeholder, learning and growth, and effectiveness. From the results of the study, it was found that the factors contributing to the success in environmental management of the Prawet District Office consist of several aspects. In terms of management, it was found that the district office dealt with the issue of household waste in line with their guideline of having a garbage collection truck operate two rounds a week and provision of budget to promote various projects, in order to increase efficiency in waste management. For stakeholders, distinguished coordination was seen between the social development and cleanliness department in the implementation of different projects to reduce waste in the community and create picturesque views for the livability level of the community. In terms of learning and development of agencies, it was found that representatives from the community, community leaders or private sector were sent to receive training and knowledge on waste management, as well as demonstration of waste separation and the process of adding value to waste. The effectiveness dimension reflected the effort of Prawet District Office in encouraging the communities to take action in reducing, separating and fully utilizing the garbage in a form that is consistent with the needs of the people in the area sustainably. There is a project that is known as “Zero-baht, zero satang shop” which enable community members to exchange recycle rubbish for products at the rate specified by the district office through appointed date and time. Therefore, it can be seen that the Prawet District Office has taken on the role of a mentor to the community, so that the community can deal with environmental and waste problem without having to rely on external individuals or organizations for future sustainability. For recommendations derived from this study, government or central organizations should support the implementation of the integrating process of each locality and support correct knowledge of environmental management for the staff to operate thoroughly, as well as provide sufficient budget to meet the demands of each locality for environmental management, in order to create a beneficial and tangible operation.
