Guidelines for Increasing Efficiency of Water Loss Reduction in the Provincial Waterworks Authority’s Water Supply System A Case Study of Lopburi Provincial Waterworks Authority
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาผลการดำเนินงานบริหารจัดการลดน้ำสูญเสียในระบบจ่ายน้ำของการประปาส่วนภูมิภาคโดยเปรียบเทียบผลการดำเนินระหว่างปีพ.ศ.2561 ซึ่งการประปาส่วนภูมิภาคดำเนินการเอง และปีพ.ศ.2562 ซึ่งมีการจัดจ้างบริษัทเอกชนเข้ามาดำเนินการในพื้นที่ โดยการศึกษาวิจัยนี้จะศึกษาจากเอกสารเป็นหลัก ได้แก่ข้อมูลปฐมภูมิ เช่น ข้อมูลการออกแบบโซนพื้นที่การจ่ายน้ำใหม่ ข้อมูลพฤติกรรมการใช้น้ำของประชาชนในพื้นที่ และข้อมูลทุติยภูมิ เช่น เอกสารรายงานด้านปฏิบัติการของการประปาส่วนภูมิภาคสาขาลพบุรี เอกสารรายงานผลน้ำสูญเสียประจำเดือน เอกสารซ่อมท่อประจำเดือน เอกสารสำรวจท่อรั่วประจำเดือน และบทความวิชาการที่เกี่ยวข้อง การศึกษาพบว่าการจ้างบริษัทเอกชนเข้ามาดำเนินการลดน้ำสูญเสียในพื้นที่ สามารถดำเนินการลดน้ำสูญเสียได้มีประสิทธิภาพมากกว่าการประปาส่วนภูมิภาคดำเนินการเอง ซึ่งคิดเป็นตัวเลขเท่ากับ 2.87 เปอร์เซ็นต์ เนื่องจากบริษัทเอกชนที่เข้ามาดำเนินการนั้นมีประสบการณ์ เทคโนโลยี และความพร้อมด้านทรัพยากรบุคคลในการบริหารจัดการน้ำสูญเสียที่มากกว่า จึงเป็นเหตุผลว่าจำนวนตัวเลขของงานสำรวจท่อรั่วที่พบ จำนวนจุดซ่อมท่อ ตลอดจนปริมาณงานวางท่อใหม่มีมากกว่าที่การประปาส่วนภูมิภาคดำเนินการเอง จากข้อคันพบดังกล่าวการประปาส่วนภูมิภาคควรส่งเสริมความรู้เรื่องการเฝ้าระวังน้ำสูญเสียแก่บุคลากรทุกคน ไม่จำกัดเฉพาะแต่เจ้าหน้าที่ผู้ซึ่งดูแลเรื่องน้ำสูญเสียเท่านั้น จึงจะสอดคล้องกับแนวคิดการจัดการน้ำสูญเสียที่ต้องอาศัยความชำนาญของเจ้าหน้าที่ผู้รับผิดชอบจึงจะทำให้การจัดการน้ำสูญเสียดำเนินไปได้อย่างมีประสิทธิภาพและควรมีการจัดทำคู่มือเกี่ยวกับการใช้น้ำอย่างประหยัดแก่ประชาชนในพื้นที่ มีการช่วยกันสังเกตความผิดปกติของระบบประปาโดยรอบบริเวณที่ตนอาศัยอยู่เพื่อสร้างการมีส่วนร่วมในการใช้น้ำอย่างประหยัด อันจะส่งผลดีต่อเจ้าหน้าที่ในการวิเคราะห์และคาดเดาพฤติกรรมการใช้น้ำของประชาชนโดยง่าย
The objective of this research is to study the outcome of water loss reduction in the Provincial Waterworks Authority’s water supply system by comparing it’s performance during the year 2018 the Authority, by itself, performed to reduce water loss with the year 2019 it has hired a private company to do so. Particularly, the Lopburi Provincial Waterworks Authority will be taken into the research as a case study. In doing so, the research will examine a variety of documents including primary sources: designated information for new water distribution areas, information on water usage behavior of people in Lopburi and secondary sources: operational reports of the Lopburi Provincial Waterworks Authority, Lopburi branch monthly water loss report, monthly pipe repair documents, monthly leak pipe survey document, and other relevant According to the research, it is found that hiring a private company to reduce water loss in Lopburi is able to reduce water loss which is more efficient that by the Provincial Waterworks Authority as around 2.87 percent because such a private company has more experience, technology and human resources in reducing water loss as proved by a number of leak pipe survey works, pipe fixing points, and new pipe works which are more than that of the Provincial Waterworks Authority. Thus, the Provincial Waterworks Authority should seriously encourage and promote its all officials’ knowledge about water loss surveillance and should not only support some officials who oversee the water loss. This recommendation would be obviously in line with the concept of waste water management requiring the expertise of the responsible staff, so that the water loss reduction can be carried out efficiently. There should be also a handbook on saving water distributed among people living in the area due to the fact they can assist the Authority to observe irregularities in the water supply system leading to the economical use of water. This would usefully facilitate the Authority’s officials to analyze and predict those people’s water usage behavior.
