ชื่อรายงานการค้นคว้าอิสระ : การจัดการสิ่งแวดล้อมในบริษัทผลิตชิ้นส่วนอิเล็กทรอนิกส์แห่งหนึ่งในจังหวัดปราจีนบุรี กรณีศึกษา : บริษัทผลิตชิ้นส่วนอิเล็กทรอนิกส์ 1 แห่ง ในจังหวัดปราจีนบุรี ผู้เขียน : นางสาวภรภัทร เกียรตินอก ชื่อปริญญา : วิทยาศาสตรมหาบัณฑิต (การจัดการสิ่งแวดล้อม) ปีการศึกษา : 2563 การศึกษามีวัตถุประสงค์ เพื่อศึกษาการจัดการสิ่งแวดล้อมโดยใช้ระบบการจัดการสิ่งแวดล้อม ISO 14001:2015 และเสนอแนวทางที่เหมาะสมในการส่งเสริมการจัดการสิ่งแวดล้อม โดยใช้ระบบการจัดการสิ่งแวดล้อม ISO 14001:2015 สำหรับบริษัทผลิตชิ้นส่วนอิเล็กทรอนิกส์ ทำการรวบรวมข้อมูลโดยการสัมภาษณ์ การปฏิบัติตามข้อกำหนดของระบบการจัดการสิ่งแวดล้อม ISO 14001:2015 กับผู้บริหารสูงสุดหรือผู้แทนฝ่ายบริหารหรือผู้ที่ได้รับมอบหมายโดยตรงให้จัดทำระบบและหัวหน้างาน พนักงานผู้ปฏิบัติงานตัวแทนจากหน่วยงานที่มีส่วนร่วมในการวางระบบ ข้อมูลที่ได้จากการสัมภาษณ์จะนำมาวิเคราะห์กับข้อกำหนดในระบบการจัดการสิ่งแวดล้อม ISO 14001:2015 ผลการศึกษาพบว่า การจัดทำระบบการจัดการสิ่งแวดล้อมมีความยากในระยะเริ่มต้นหากไม่มีความรู้ ความเข้าใจ ก็ไม่สามารถที่จะดำเนินการให้ประสบผลสำเร็จได้ การฝึกอบรมเรื่องการจัดการสิ่งแวดล้อม จึงเป็นเรื่องที่สำคัญมาก สำหรับบริษัทกรณีศึกษาผลิตชิ้นส่วนอิเล็กทรอนิกส์ มีกระบวนการผลิตที่ใช้สารเคมีในทุกขั้นตอนการผลิต ทำให้ในกระบวนการผลิตมีขยะอันตรายจำนวนมาก การคัดแยกขยะให้ถูกต้องตั้งแต่ต้นทางจึงเป็นสิ่งที่สำคัญมากเพื่อป้องกันการปนเปื้อนออกสู่ภายนอก ซึ่งจากข้อมูลของบริษัทกรณีศึกษามีการดำเนินการตามกฎหมายด้านสิ่งแวดล้อมและระบบการจัดการสิ่งแวดล้อม ISO 14001:2015 โดยมีการเริ่มต้นตั้งแต่การให้ความรู้กับพนักงานโดยการฝึกอบรมเรื่องการทิ้งขยะให้ถูกประเภท การจัดเตรียมถังขยะที่มีป้ายชี้บ่งที่ชัดเจนให้เพียงพอและครบทุกจุด เพื่อความสะดวกในการคัดแยกและนำไปทิ้ง มีการกำหนดหน้าที่ผู้รับชอบในการนำไปทิ้งและขยะอันตรายทั้งหมดจะถูกส่งกำจัด โดยบริษัทที่ได้รับอนุญาตตามกฎหมาย ในด้านมลพิษทางอากาศบริษัทกรณีศึกษา ได้มีการติดตั้งระบบดูดและกรองอากาศเพื่อลดมลพิษในพื้นที่การทำงานและป้องกันมลพิษที่จะออกไปสู่ภายนอก โดยมีการตรวจวัดคุณภาพอากาศในพื้นที่การทำงาน 1 ครั้ง/ปี และตรวจวัดคุณภาพอากาศจากปลายปล่องระบาย 2 ครั้ง/ปี แนวทางการจัดการด้านสิ่งแวดล้อม เพื่อการพัฒนาสู่แนวทางการปฏิบัติที่ดีขึ้นได้ดังนี้ การจัดให้มีการฝึกอบรมเพื่อพัฒนาความรู้และความสามารถของพนักงานในองค์กร เพื่อให้ก้าวทันในเหตุการณ์ที่เปลี่ยนแปลง การมีกิจกรรมส่งเสริมด้านสิ่งแวดล้อมทั้งภายในองค์กรและภายนอกองค์กร การจัดทำขั้นตอนการปฏิบัติงานเพื่อช่วยลดการใช้ทรัพยากรและเพื่อลดของเสียที่เกิดจากความผิดพลาดในขั้นตอนการทำงาน การปรับแผนการดำเนินงานให้ทันต่อสถานการณ์ปัจจุบัน การอบรมให้ความรู้ความเข้าใจต่อผู้บริหาร ทีมงานและพนักงานในเรื่องภาวะโลกร้อน เพื่อให้ทราบถึงประโยชน์ในสิ่งที่องค์กรกำลังดำเนินการเกี่ยวกับการจัดการสิ่งแวดล้อม ว่ามีส่วนช่วยรักษาระบบนิเวศสิ่งแวดล้อมที่เชื่อมโยงและความสัมพันธ์กันทั้งระบบ
Title Environmental Management in An Electronic Components Manufacturing Company in Prachin Buri Province: A Case Study of An Electronic Components Manufacturing Company in Prachin Buri Province Name Ms. Pornphat Kiatnok Degree Master of Science (Environmental Management) Year 2020 The objectives of this research were to study the environmental management using Environmental Management System ISO 14001:2015 and to propose the appropriate guidance on environmental management promotion applying Environmental Management System ISO 14001:2015 for an electronic components manufacturing company. Data were collected from the interview with the top management or the representative of the management or the assigned person to set the system, the supervisor, and the operator from the division taking part in the system planning about the compliance with ISO 14001:2015. The collected data were analyzed with ISO 14001:2015 regulation. Research results indicated that the first stage of environmental management system was difficult and would not be successful if there was the insufficient knowledge and understanding. Therefore, the training in environmental management was crucial. The electronic components manufacturing company, which was the case study, used the chemicals in every steps of manufacturing process so there was a load of hazardous waste. Thus, waste segregation from the first stage was necessary to prevent the contamination to the outside. The data from the case study company showed the compliance with the environmental laws and environmental management system ISO 14001:2015 by providing knowledge to the employees via the training in waste sorting, preparing the sufficient garbage bins with labels to facilitate the segregation and disposal. Moreover, the person who was in charge of hazardous waste disposal was assigned. All hazardous waste would be disposed by the permitted company. Furthermore, in terms of air pollution, the company had installed air ventilation and filter system to reduce the pollution in the working area and prevent the pollution releasing to the outside. The air quality in the working area was measured once a year while the air quality released from the ventilation shaft was measured twice a year. The guidance on environmental management for the development leading to the efficient practice should rely on the training to enhance knowledge and potential of employees to keep up with the changing situation. Moreover, the activities to promote the internal and external environment, work procedure to minimize the use of resources and waste from the work mistake, work operation plan update to follow the current circumstance, training to enhance knowledge and understanding of the executives, team and employees about global warming were necessary so they recognized the benefits of the environmental management the company currently implemented and realized how it prevented the ecosystem of the holistic system.
