การศึกษาเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการประยุกต์ใช้ระบบมาตรฐานการจัดการสิ่งแวดล้อม ISO 14001 : 2015 เพื่อประเมินความแตกต่างของมาตรการที่องค์กรได้ดำเนินการอยู่ปัจจุบันกับข้อกำหนดมาตรฐาน เพื่อเสนอแนะแนวทางที่เหมาะสมในการประยุกต์ใช้ระบบมาตรฐานการจัดการสิ่งแวดล้อม ISO 14001: 2015 ให้กับหน่วยงาน/องค์กรอื่น ๆ ที่มีความสนใจดำเนินการจัดทำระบบให้สามารถนำไปประยุกต์ใช้กับองค์กรได้อย่างมีประสิทธิภาพ โดยมีวิธีการเก็บข้อมูลจากการสัมภาษณ์เชิงลึกกับผู้บริหาร เจ้าหน้าที่ และผู้มีส่วนได้เสียร่วมกับการสังเกตการณ์ในพื้นที่และศึกษาเอกสารที่เกี่ยวข้อง ซึ่งการวิจัยครั้งนี้ได้ประยุกต์หลักการวิเคราะห์ผลความแตกต่างของการดำเนินการปัจจุบันขององค์กรกับข้อกำหนดมาตรฐาน (GAP Analysis) ร่วมกับการประเมิน จุดอ่อน จุดแข็ง โอกาส และอุปสรรค (SWOT Analysis) และ TOWS Matrix เพื่อนำเสนอแนวทางในการดำเนินการประยุกต์ใช้ระบบมาตรฐานการอย่างเหมาะสมให้กับองค์กร ผลการศึกษาพบว่าองค์กรได้มีการประยุกต์ใช้ระบบมาตรฐานการจัดการคุณภาพ ISO 9001 : 2015 และได้รับการรับรองมาตรฐานแล้วนั้นและองค์กรจะทำการบูรณาการระบบทั้งสองควบคู่กันไป โดยองค์กรจะต้องดำเนินการตามระบบมาตรฐานการจัดการสิ่งแวดล้อมเพิ่มเติมดังต่อไปนี้ 1) การพิจารณาบริบทองค์กร ความต้องการและความคาดหวังของผู้มีส่วนได้เสีย กำหนดขอบเขตขอบข่าย และกระบวนการควบคุมสิ่งแวดล้อม 2) การกำหนดบทบทหน้าที่ความรับผิดชอบพนักงาน 3) การจัดทำการประเมินความเสี่ยงและโอกาส ระบุลักษณะปัญหาสิ่งแวดล้อม รวมถึงสืบค้นรวบรวมกฎหมายพันธะสัญญาที่เกี่ยวข้องกำหนดแนวทางการปฏิบัติพร้อมประเมินความสอดคล้อง 4) สนับสนุนทรัพยากรโครงสร้างพื้นฐานงบประมาณรองรับกระบวนการควบคุมด้านสิ่งแวดล้อม 5) จัดให้มีการฝึกอบรม ประชาสัมพันธ์ข้อมูลข่าวสารเพื่อสร้างความตระหนักให้กับพนักงานทั่วทั้งองค์กร 6) กำหนดระบบเอกสารในการควบคุมกระบวนการด้านสิ่งแวดล้อม 7) กำหนดเกณฑ์กระบวนการควบคุมด้านสิ่งแวดล้อมและนำสู่กระบวนการปฏิบัติงานของพนักงาน 8) ตรวจวัดคุณภาพสิ่งแวดล้อมและเฝ้าติดตามอย่างต่อเนื่อง 9) จัดให้มีการตรวจประเมินภายในประชุมทบทวนฝ่ายบริหารเพื่อหาโอกาสในการปรับปรุงและพัฒนาระบบอย่างต่อเนื่อง ซึ่งจากการวิเคราะห์ SWOT และ TOWS พบว่าองค์กรมีศักยภาพและความพร้อมในการดำเนินการประยุกต์ใช้ระบบมาตรฐานการจัดการสิ่งแวดล้อมโดยมีข้อได้เปรียบและความพร้อมหลายประการ เช่น ผู้บริหารมีความมุ่งมั่นในการที่จะพัฒนาองค์กรเพื่อก้าวสู่ระดับสากล มีการส่งเสริมการมีส่วนร่วมของพนักงาน องค์กรได้รับรองระบบมาตรฐานการจัดการคุณภาพ และทีมงานมีความรู้ความเข้าใจการจัดทำระบบพื้นฐานตามระบบการจัดการคุณภาพ ทั้งนี้ได้รับแรงผลักดันจากลูกค้า ดังนั้นจึงสรุปได้ว่าองค์กรจะสามารถประยุกต์ใช้ระบบมาตรฐานการจัดการสิ่งแวดล้อมได้อย่างมีประสิทธิภาพและประสบสำเร็จเป็นองค์กรที่จะก้าวสู่การเป็นองค์กรระดับสากลและพัฒนาด้านเศรษฐกิจสังคมและสิ่งแวดล้อมอย่างยั่งยืน
The purpose of this study was to study the approach to the implementation for the Environmental Management System Standard ISO 14001 : 2015 to evaluate the differences in the performance the organization is currently implementing compared to the standard requirements. To suggest appropriate guidelines for the implementation of Environmental Management System Standard ISO 14001 : 2015 for MPM. Automation and Supply Co., Ltd. and other agencies/organizations that are interested in implementation the system so that it can be effectively applied to the organization. The methods of collecting data from In-depth interviews with key informants including stakeholders related. The private sector, government and public sectors involved, including participating in local observations and studying relevant documents. This research has applied the principles of analysis of differences of current operations of the organization to the standard requirements (GAP Analysis). Then analysis strengths, weaknesses, opportunities and threats (SWOT Analysis) were then performed, strategic issues were analyzed with the SWOT Matrix, and the Environmental Management System Standards (ISO 14001:2015) implementation management was formulated with the TOWS Matrix analysis to present the guidelines. To implementation the appropriate Environmental Management System Standards for the organization. The study found that the organization has applied the Quality Management System Standard ISO 9001 : 2015 and has been certified the organization will integrate the two systems simultaneously. The organization must implement the following additional Environmental Management System Standards 1) considering the organizational context the needs and expectations of the stakeholders set scope and environmental control processes. 2) defining the chapters, duties and responsibilities of employees. 3) preparing risk and opportunity assessments. Identify of environmental aspect. Including searching and collecting relevant contractual laws, obligation formulating guidelines for practice and evaluate compliance. 4) support infrastructure resources, budget to support environmental control process. 5) provide training publicize information to raise awareness among employees throughout the organization. 6) determine a documented information system for controlling environmental processes. 7) determine criteria for environmental control processes and lead them to work processes for employees. 8) measure the quality of the environment and monitoring continuously. 9) conduct the internal audit , management review meeting to find opportunities for continuous improvement and development of the system. From the analysis of SWOT Analysis and TOWS Matrix, it was found that the organization has the potential and readiness to implement the Environmental Management System Standard with many advantages and readiness. For example, executives are committed to developing the organization to reach the international level. Employee participation is encouraged. The organization has certified the Quality Management System Standard. And the team has knowledge and understanding of the basic system preparation according to the Quality Management System. This has been driven by customers. Therefore, it can be concluded that the organization will be able to apply the Environmental Management system Standard effectively and successfully as an organization that will step into an international organization and Sustainable Development for Economy, Social and Environment.
